Signing ceremony of cooperation agreement on Vietnam's eastern highway economic corridor

On July 28, in Ha Long city (Quang Ninh province), Chairmen of the people's committee of 4 provinces, namely Hai Phong, Quang Ninh, Hai Duong, Hung Yen and the President of Vietnam Chamber of Commerce and Industry  signed the agreementon Vietnam's eastern highway economic corridor.

The signing ceremony was carried out within the framework of Vietnam's eastern highway economic corridor forum co-hosted by VCCI and four cities and provinces.

This is one of the ideas in implementing the policies of the Party and State on boosting the locality connection and beefing the cooperation in exploitation and enhancement of potentials and advantages of four localities along the highway axis of Hanoi-Hai Phong-Mong Cai.

Documents of the 13th Party congress and the strategy of the socio-economic development in 10 years of the 2021-2030 periodrolled out the orientation of 'fostering the intra-regional and inter-regional link to participate into the global value chain and create the new development space'

Speaking at the signing ceremony, President of VCCI Pham Tan Cong stressed that economic connection of four provinces would expand the growth space completely.

Four localities after uniting will have adequate potentials and conditions to become a dynamic economic region given the big international sea port, the border gate on land and at sea with the largest market in the world-China, the international airport, abundant human force together the promising economic space.

To go further, advance more firmly as well as obtain more achievements on the boulevard of prosperity, the localities should go together, offset drawbacks in resources of each province to form the general strength of the whole region', Cong confirmed

The Party secretary of Quang Ninh province, Nguyen Xuan Ky expected that four provinces would tightly cooperate with each other, search for opportunities, intensively deploy the breakthrough mechanisms and policies to workers, laborers, improve the educational quality, especially the college education and vocational training, enrich the human resources; share the human capital; together build the attractive residential ecosystem with the triumph encouragement and assistance policies, build ideal living environment; high quality public services…

Chairman of Hai Phong people's committee Nguyen Van Tung stated that the city actively participated in this connection. The city has been creating the regionaltransportationlink; building the road by the shore; building the bridge crossing the river to connect with the neighborhood to expand the economic space and optimize the sea port and airport.

The idea of Vietnam's eastern highway economic corridor aims to build an economic link model of the sub-area, create the new development space and the favorable business environment, accelerate economic growth and bring in the strong enterprise community forming a growth pole in the Red river delta and in the Northern area.

The union of 4 provinces will create a region which is three times the size of Hanoi capital, five times the size of Ho Chi Minh city, and 8 times the size of Da Nang; the population is 6 times as much as Da Nang, occupying approximately 80% of Hanoi's population and 70% of Ho Chi Minh city.

Four localities have huge advantages in connection of the superior transportation infrastructure, the Eastern highway corridor connecting the capital city on one side with Mong Cai border gate communicating with the Chinese market. Enterprises in the neighborhood can use 3 international airports namely Noi Bai, Cat Bi, Van Don and the system of international sea ports.

Participating the economic link, each locality has its strength to exploit such as Quang Ninh with the advantage of the tourism resource, services and the production-commerce chain attached with the China's market; Hai Phong has the special advantage in the seaport and logistics system; Hai Duong is dominant in human resources, the land fund and the mechanical industry. Hung Yen has the special advantages, given it bordering the capital city, inindustrial development as well as high tech agricultural technology and has been experiencing fast urbanization speed.

Participants in the circle of connection agreed to set up the panel of the region connection and assign VCCI to tale the role of managing the economic link activities among 4 provinces and cities. The secretary board of the region is based at VCCI.

President of VCCI Pham Tan Cong pledged to try their best to connect to the enterprise community, sectors and international partners in order that this link would bring about the best efficiency to the development process of four localities.

In 2022 and 2023, the main activities will focus on connection and cooperation in such fields as trade promotion, investment, transportation and logistics; development of manufacturing supply chain; tourism development and services; high-tech agriculture and agro-product processing; business environment improvement; digital transformation and digital connection.

The implementation will prioritize the detailed activities, bring about comprehensive effectiveness, commence from simple tasks and go further to more complicated activities requiring cooperation in the policies and cooperation mechanisms.

On July 28, the people's committee of four provinces and the city namely Hai Phong city, Quang Ninh, Hai Duong, Hung Yen and VCCI co-hosted the Vietnam's eastern highway economic corridor forum to introduce and discuss the economic space and opportunities with APEC enterprises.

The event was organized simultaneously with the 3rd meeting session of Apec business advisory council (ABAC 3 meeting) hosted by VCCI in Ha Long city, Quang Ninh province from July 26 to July 29, 2022 with the participation of 150 international delegates of 21 APEC member economies. The meeting spread the word of the economic connection of 4 provinces and the city to the APEC enterprise community. A number of enterprises paid attention to and stated that they would be back to contemplate the business opportunities and make investments into fourlocalities.
