Seminar on Building and Developing Logistics Services in Hung Yen in the Digital Era and International Integration
On the afternoon of August 24, the Provincial People's Committee, in coordination with the Vietnam Logistics Business Association (VLA) and the Vietnam Logistics Research and Development Institute (VLI), held a seminar themed "Building and Developing Logistics Services in Hung Yen in the Digital Era and International Integration". In his opening remarks, Vice Chairman of the Provincial People's Committee Le Quang Hoa gave an overview of the current state of the province's logistics sector. Following the merger, Hung Yen has gained more room and advantages to develop logistics services, as a linked economic space has formed between the industrial areas in the north and the economic zone, industrial areas and marine economy in the south. Together with the system of arterial transport routes connecting Ha Noi, Hai Phong and other provinces in the region, the growth of industrial production, trade, and import and export is creating an increasingly large demand for transport, warehousing and supply chain services.
The province currently has the Thang Long Logistics Center in operation. In the industrial parks, there are 23 projects registered for logistics and warehousing investment, 16 of which have come into operation. Under its planning, the province aims to develop 14 dry ports and 16 logistics centers associated with industrial parks, transport hubs, waterways, seaports, airports and inter-regional economic corridors.
However, the development of logistics infrastructure and services has not yet matched the potential and growth rate of production and import-export activities. There is still a shortage of large-scale logistics centers, dry ports, bonded warehouses, cold storage facilities and container yards; transport connectivity in some areas remains inadequate; and many enterprises still have to use logistics services outside the province, which increases transport costs and time.
To make a breakthrough, the province has identified five pillars to focus on: planning and developing the logistics space in a synchronized manner; completing multimodal transport infrastructure; promoting digital transformation; developing green logistics and a cold supply chain ecosystem; and reforming institutions, accompanying businesses and developing high-quality human resources.
The province plans to reserve land at expressway interchanges, along Ring Road 4 and in concentrated industrial areas to attract strategic logistics projects, and to promote the development of inland container depots (ICDs), river ports and seaports and their connection with major logistics hubs in the region.
The province's viewpoint is that logistics development must stem from the actual needs of the economy and sources of goods, without chasing the number of projects or spreading investment thinly. Digital transformation and green transformation must become standards from the selection of investors through to the construction, management and operation of logistics systems.
Against this backdrop, the Vice Chairman of the Provincial People's Committee asked delegates, experts and businesses to focus on discussing, identifying and clarifying bottlenecks, and proposing solutions to develop infrastructure synchronously, improve service quality and strengthen supply chain linkages. In doing so, the province will gradually capitalize on its advantages in location, industry and the marine economy, with the aim of making Hung Yen an important logistics hub of the Red River Delta and the northern region.

At the seminar, representatives of the Agency of Foreign Trade under the Ministry of Industry and Trade, VLA, Transimex Joint Stock Company, VLI and OPL Logistics Joint Stock Company delivered presentations clarifying issues of interest to the province. The presentations focused on analyzing domestic and international logistics development trends, while clarifying the potential, bottlenecks and development orientations of the province's logistics services in the new development space.
The presentations also stressed the need to strengthen multimodal connectivity among road, inland waterway, rail and sea transport; develop waterway transport to reduce costs, congestion and emissions; and promote digital transformation, green logistics, human resource training and the attraction of professional logistics companies. Businesses proposed that the province ensure planning, land funds and synchronized connecting infrastructure; prioritize shared logistics centers with multimodal connectivity; and create a stable, long-term investment environment.

One of the orientations proposed by delegates and experts was for the province to soon develop a program for the development of Hung Yen's logistics services to 2035, with a vision to 2050, identifying logistics as a priority service sector and establishing a unified coordination mechanism. The goal is to gradually turn Hung Yen into an important logistics hub of the Red River Delta, thereby raising the value of the province's industry, agriculture, trade and marine economy.
Concluding the seminar, Vice Chairman of the Provincial People's Committee Le Quang Hoa sincerely thanked the central Party commissions, ministries and agencies, associations, research institutes, experts, businesses and investors for their support and their many dedicated and practical contributions to the orientation for building and developing Hung Yen's logistics services in the digital era and international integration.
He affirmed that the opinions raised at the seminar are an important basis for Hung Yen Province to more fully identify its potential and advantages as well as its bottlenecks and challenges, and from there to continue refining mechanisms, policies, planning and orientations for attracting investment to develop logistics in a synchronized, modern and effective manner.
Hung Yen Province is committed to creating a favorable investment environment, accompanying and facilitating strategic investors with financial capacity and experience in managing and operating logistics projects to study, invest and develop in the province for the long term. Hung Yen's goal is not only to build a logistics system that meets the province's development needs but also to gradually become an important connectivity pole and goods distribution hub of the Red River Delta, thereby enhancing competitiveness, attracting investment, creating new momentum for sustainable double-digit growth and improving people's lives.
