On March 26,3,2019, the provincial people’s committee issued the Decision ref 817/QĐ-UBND approving the scheme of one commune, one product in the period of 2018-2020, towards 2025. Accordingly, the provincial program of one commune, one product has selected 72 products that are the key products and strengths of localities in the province. There are 51 products belonging to the food category; 1 product in the beverage category; 6 products in medicinal category; 13 products in souvenir, interior and decoration category, and 1 product in fabric and garment category. At the same time, the Decision define building new development projects of 8 community based tourism models participating in OCOP.
As a locality having products in the OCOP Program, Hoa Phong Commune (My Hao Town) currently has over 1.7 thousand carpentry households, accounting for 54% of the households in the commune. With the goal of standardizing carpentry products to 3-star in 2019, right after the provincial People's Committee issued the OCOP Program implementation plan, Hoa Phong commune has built a plan to focus on completion of the criteria such as material area linkage, models, packaging as well as product quality and criteria related to e-commerce. Mr. Cu Xuan Dang, Chairman of Hoa Phong people’s committee said that the commune encouraged carpentry households in the province to establish collectives and collective groups and built up trademarks and improve the competitive power of products. Fine art furniture craft villages in Thuan My village and Phuc Mieu village with the area of over 100ha are approved by the provincial people’s committee to combine with the commercial and service areas in the direction of craft village tourism.
Recently, Van Giang district have also restored and developed handicraft villages combined with OCOP implementation to serve visitors such as: Ornamental trees and flower village in Xuan Quan commune, Banh rang bua in Phung Cong commune, Banh cuon in Me So commune ...Mr. Nguyen Quoc Chuong, Head of Agriculture and Rural Development Office of Van Giang district said that: “In the OCOP program, the most important step is to evaluate and rating. In order that OCOP products achieve a score of 50 or above and reach the 3-star rating standard, producers need to invest in product quality by applying scientific and technical advances into production; products need to have advanced quality management certification of VietGAP, GlobalGAP, organic, ISO, .... In addition, producers should apply technology in processing and storage in order to increase product quality and stabilize quality during storage; select and design packages to ensure convenience, safety, environmental-friendliness, good looking. The labels must show full information according to regulations and satisfy the criteria of appearance.

According to the Department of Agriculture and Rural Development, production facilities participating in the OCOP Program will be invested, supported, and transferred technical advances to promote development; trained to improve the quality of labor resources; participate in trade promotion activities. In 2019, the province will standardize cultivation products with 19 typical products of the province; including longan, early ripening hybrid lychee in Phu Cu district, yellow turmeric in Khoai Chau district, kumquat and bonsai in Van Giang district, Hung Yen sticky rice, etc. Among these, there are 2 products with 3 stars and over, 13 products with 4 stars and 4 products with 5 stars. In addition to cultivation products, 7 animal and aqua products, 12 handicraft products and 15 semi-processed and processed products are also standardized with 3 to 5 stars.
In order to achieve the set goals, right after the implementation of the OCOP Program, the provincial People's Committee has directed branches and localities: to mobilize enterprises, production facilities and people to focus on investing in technology renovation and increasing capacity of existing facilities; promoting application of preservation technology after harvest; developing clean products associated with processing industry in concentrated production areas, building brands, supplying products to supermarkets, wholesale markets and export enterprises: to actively promote products; organize trade promotion events; develop cooperatives and cooperative groups, businesses participating in the OCOP program and deploy component projects of this program. In addition, the province also plans to develop a strategy for key products.
However, according to a number of enterprises and craft villages, with the current situation of small and spontaneous production of establishments, the selection of products registered to participate in OCOP program in order to consider, evaluate and rank 3-star standard and over still faces multiple difficulties. Mr. Le Van Thang, Deputy Director of Rural Development Department (Department of Agriculture and Rural Development) said: “In order that products of OCOP program have really high quality and affirm brand names, it’s necessary to have support from authorities. Functional departments should coordinate with districts, towns and cities to foster communication and promotion for OCOP products and combination of products. It is necessary to offer tours to OCOP products' production sites, combining both OCOP product introduction and tourism product introduction.
