The whole closing session of the congress

After 6 working days, in the afternoon of October 12, in Hanoi capital, the 11th conference of the 12th National Congress of the Communist Party of Viet Nam closed, completing all the contents of the program.

The Central Executive Committee unanimously approved the Resolution of the Conference.

On behalf of the Politburo, General Secretary, President Nguyen Phu Trong delivered a closing remarks, summarized the main results of the Conference and emphasized a number of issues to unify leadership and direct direction in the coming time.                                                                                                         

Thoroughly prepare for the 13^th Party congress

At this conference, the Central Executive Committee basically approved the contents and issues presented in the draft reports and proposals. The drafts of documents have been refined, reflecting the results of 10 years of implementation of the Supplementary and Development Platform in 2011 and the Socio-Economic Development Strategy 2011-2020; reviewed and evaluated the 5-year implementation of the Resolution of the 12th National Congress of the Communist Party of Vietnam.

At the same time, the Central Executive Committee also contributed, suggested and gave a number of important ideas, especially on major issues and controversial ones.

General Secretary and President Nguyen Phu Trong emphasized the nature, significance and importance of the 13^th Congress of the Party. The Congress took place at a time when the whole Party, the entire people and our army successfully accomplished a lot of policies, targets and tasks defined in the Resolution of the 12th Party Congress; after 35 years of renovation, 10 years of implementing the Supplementary and Development Platform in 2011 and the Socio-Economic Development Strategy 2011-2020.

General Secretary, President Trong stated that it was necessary to carefully prepare documents and personnel for the Congress so that it is truly a congress of solidarity, democracy, discipline, creativity and development.

The Central Executive Committee assigned the Politburo to direct the Sub-Committees urgently and seriously to receive the opinions of the Central Government; continue to finalize the drafts to submit to the Party Congresses at all levels for comments; receive opinions from the Party congresses at all levels to complete and improve the quality of draft documents, then submit them to the Central Government for review and approval in 2020, and ask for residents’ opinions before submitting to the 13th Congress of the Party.

Identify the orientation and targets of the nation development

The Central Executive Committee requested that evaluating the results of 10 years of implementation of the Supplement and Development Platform in 2011 and the Socio-Economic Development Strategy for 2011-2020 as well as 5 years of implementing Resolution of the 12th Congress of the Party (2016-2020), review of the past 30 years of implementing the 1991 Platform and 35 years of conducting the renovation process must be objective, receptive, looking straight to the truth.

After 35 years of renovation, 30 years of implementation of the Platform, especially in the recent 10 years, our country has obtained great achievements and historical significance, creating an important premise for our country to continue to innovate. and develop strongly in the future. At the same time, it is also necessary to see that there are still big complicated issues and limitations that need further research and solutions to help the country develop faster and more sustainably.

During the 12th term, although facing multiple difficulties and challenges, the entire Party, the entire people and the entire army have made great efforts to strive and successfully achieved the key objectives and tasks. The country continues to grow rapidly and quite comprehensively in almost every field, creating a number of milestones.

General Secretary, President Trong analyzed that achievements are attributed by objective and subjective causes. It is the result of a process of constant efforts through multiple terms of the Party.

The most important reason are the Party's unity, leadership and proper direction; sharp and drastic management and administration of the Government and authorities at all levels; efforts to renovate the content and mode of operation of the National Assembly; synchronized coordination of the entire political system; strength of great unity of the entire nation; efforts of cadres and the Party members; the support of the international community.

General Secretary, President Trong emphasized that objective assessment of the situation and causes of the results, achievements, limitations and weaknesses that have persisted in the past years; precise forecast of the country situation and the development trend of the world are the conditions for determining the right direction, goals and tasks of national development in the term of 2021-2026.

Solve major relationships and practical issues

The General Secretary and the President Trong noted that it was necessary to base on practice, to delve into research, summarize, discuss and create a higher consensus on objectives, viewpoints, breakthroughs and new difficult issues, especially those related to raising awareness, mastering and resolving great relationships.

It is the relationship between innovation, stability and development; between economic innovation and political innovation; between following market laws and ensuring socialist orientation; between developing production forces and building and perfecting socialist production relations; between the state, the market and the society; between economic growth and cultural development; between building socialism and defending the Socialist Fatherland; between independence, autonomy and international integration; between the Party’s leadership, the State’s management and  residents’ ownership; between democratic practice and legislation strengthening.

In particular, it is necessary to pay attention to practical issues such as: Renewing, perfecting institutions, mobilizing, managing and effectively using resources for development; handling corruption, wastefulness and negativity in management and use of land, natural resources and public assets; accumulating and concentrating land for hi-tech agricultural development; taking advantage of the achievements of the Fourth Industrial Revolution; promoting innovation; overcoming the limitations and shortcomings in the management of cultural and social development; nurture people’s characteristics, especially in the field of health, education and training

Further promote the work of building and regulating the Party, building a Socialist rule of law State

The Central Government particularly emphasized that it was necessary to promote the achievements and lessons learned during the 12^th term, to further strengthen the work of building, regulating the Party, fighting against bureaucracy and corruption, waste and negativity associated with building a socialist rule of law State and building a clean and strong political system in all aspects; improve the Party's leadership and ruling capacity, effectiveness and efficiency of State's management.

Continue to persevere and drastically implement the Central Resolution 4 of the 12th term on building the Party, preventing and removing the recession of political ideology, morality, lifestyle in the Party and in society.

Renewing and improving the quality of construction, promulgation and organization of the implementation of Party resolutions, laws and policies of the State. Strengthening organization and personnel; building clean and strong party organizations; having mechanisms and policies to detect, attract and use talents; encouraging, motivating and protecting dynamic and creative officials who dare to think, dare to do and dare to take responsibility; at the same time strictly handling violations. Improving the effectiveness of propaganda activities, creating high unity in the Party and consensus in the society, administrative reform in the Party; vigorously renovating the leadership of the Party.

The results in 2019 create the momentum for the following years

Regarding the socio-economy and the state budget in 2019-2020, the Central Executive Committee agreed that in the first 9 months of 2019, thanks to the efforts of the whole Party, the entire people and the whole army, the socio-economic situation of our country sees positive and comprehensive changes in all fields.

The central government affirms that the results and achievements in 2019 create a new momentum and motivation, a new spirit for accomplishing the objectives and tasks set for 2020 and 5 years 2016-2020.

The central government also points out that in addition to the achieved results and achievements, the country's socio-economic situation still faces many difficulties and challenges, there are some potential factors that may negatively impact on the macroeconomic stability, inflation control, security and social order. The situation in the country, internationally and in the region continues to develop rapidly, complicatedly and unpredictably.

In order to successfully accomplish the main objectives and tasks set out, General Secretary and the President Trong suggested that the results, achievements, experiences and lessons learned from the Party should be promoted through the reality of renovation; strengthening the leadership of the Party, the State's management; raising the effectiveness and efficiency of the entire political system; directing and organizing the implementation of all levels and branches from the central to local levels.

Maintain discipline and discipline of the Party

Also at this conference, after reviewing Politburo's submissions, the Central Executive Committee elected four additional members of the Central Inspection Committee; considered the discipline in the form of expulsion from the Party to Mr. Nguyen Bac Son, former Member of the 10^th Central Committee of the Communist Party, former Deputy Head of the Central Propaganda Department and Mr. Truong Minh Tuan, Member of the 12^th Central Committee of the Communist Party Deputy Head of the Central Propaganda Department, former Minister of Information and Communications.

Since the beginning of the 12^th term up to now, the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission have disciplined more than 70 senior officials under the management of the central government, of which there are 1 member of the Politburo and 4 members of the 12th Party Central Committee, 14 former members of the Central Committee, 1 former Deputy Prime Minister, 5 ministers and former Minister, 2 comrades of the Provincial Party Committee, 5 former leaders of the Provincial Party Committee. Some officials have been criminally handled. The Politburo and the Secretariat have also disciplined seven party organizations.

General Secretary, President Trong  stated: “It is painful, but it is impossible not to do, there is no other way! All for the common cause of the Party, the country, and the people. This is a profound lesson, an expensive lesson for all of us. ”

The 11th Conference of the Central Party Executive Committee has been successful to enter the implementation of goals and tasks set for 2020 with high determination and new spirit.

General Secretary and President Trong emphasized that 2020 was the last year to implement the Resolution of the 12th Party Congress, the 5-year socio-economic development plan 2016-2020 and the 10-year- socio-economic development strategy; the year to hold the party congress at all levels towards the 13th Congress of the Party.

He desired that all compatriots, comrades and soldiers all over the country would join together, promote the achievements in 2019 and the tradition of solidarity and patriotism of our nation; successfully implement the Resolutions of the Party and the Resolution of the Central Conference; at the same time actively prepare and successfully conduct the Party Congress at all levels and the 13th National Congress of the Party./.
