At the conference, delegates heard Deputy Party Secretary Nguyen Duy Hung directly grasp the Directive No. 45-CT / TW dated June 20, 2020 of the Politburo and the Directive No. 46-CT / TU dated September 9, 2020 of the Provincial Standing Committee on leading the election of deputies to the 15th National Assembly and Hung Yen's People's Councils at all levels for the term of 2021 - 2026. These are the directive documents with important orientation for the Party committees, authorities at all levels, agencies, organizations and localities to serve as the basis for performing the tasks of preparing to successfully organize the election; ensure that the election is conducted democratically, equally and in accordance with the law, safe, economical and truly a festival of the entire people. Accordingly, it is necessary for localities and units to well perform personnel work, ensure the promotion of democracy and the Party's centralized and unified leadership in cadres work; introduce, choose and elect truly typical National Assembly's and People's Council's deputies at all levels, worthy of representing the will, aspirations and ownership of the people, ensure the eligibility, quantity, reasonable structure; attach importance to propagating and widely disseminating throughout the Party, the entire people and entire army about the meaning and importance of the election; work out plans to ensure political security and social order and safety; promptly and lawfully settle complaints and denunciations of citizens; proactively respond to natural disasters and epidemics that may occur during the election ...

The delegates also listened to reporters introducing a number of topics to provide necessary knowledge and skills in organizing election and implementing the duties of delegates of the People's Council, including: the law regulations on the election of National Assembly's and People's Council's deputies, the stages and processes of election, the participation of agencies and organizations in the election process and the activities of candidates in the election process; skills in reading, researching, advising and developing legal documents; some new contents of the State Budget Law and the Investment Law; the roles and responsibilities of the People's Council in supervising budget implementation and using audits in monitoring local budgets.

Speaking at the conference, Chairman of the Provincial People's Council Tran Quoc Toan, emphasized: The election of deputies to the 15th National Assembly and the People's Councils at all levels, the term of 2021 – 2026 is expected to be held on May 23, 2021. This is an important political event of the country in order to select and elect representatives who deserve to represent the will, aspirations and ownership of the people in the National Assembly and the People's Councils at all levels for the new term and actively contribute to the construction, consolidation and improvement of the Socialist State of the people, by the people, for the people, under the leadership of the Communist Party of Vietnam. The Standing Committee of the Provincial People's Council asked participants to receive and thoroughly grasp the instructions of the Politburo and the Provincial Standing Committee to deploy at agencies, units and localities according to their assigned tasks; focus on in-depth, careful study of documents and knowledge to apply, implement and draw experience in practical activities, especially the contents conveyed about the election regulations of the 15th National Assembly's and the People's Council's deputies at all levels, term 2021-2026.
