Reviewing the life and revolutionary career of Comrade Le Van Luong, Comrade Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee stated as follows: Comrade Le Van Luong's real name is Nguyen Cong Mieu, he was born on March 28, 1912, in a Confucian family with a patriotic, studious and revolutionary tradition in Nghia Tru commune (Van Giang). In 1927, at the age of 15, as a student at Buoi School, comrade Le Van Luong joined the Vietnam Revolutionary Youth Association, the predecessor of the Party. During his revolutionary life, he was always a true and exemplary communist who fought and sacrificed his entire life for the country, the people and the revolutionary cause of the Party. Experiencing many responsibilities assigned by the Party, State and People, comrade Le Van Luong also successfully completed the assigned tasks, as a shining example of dedication, loyalty, and laboriousness, thrift, integrity, righteousness, always putting the interests of the revolution in the first. Comrade Le Van Luong is really a leader with noble character, purely revolutionary morality, living with love to comrades and compatriots, worthy as an excellent student of President Ho Chi Minh, an excellent son of his homeland, Hung Yen. The life and career of Comrade Le Van Luong has left good feelings in the hearts of comrades, colleagues and the People.

To commemorate the great merits of comrade Le Van Luong for the country, the people, the Party and State, we have paid special affection and gratitude to comrade Le Van Luong. The Memorial House for comrade Le Van Luong is a work built by the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and their descendants in 2003. The Memorial House is located on a high and open ground, within a 720m2 campus. Here, there are many pictures and artifacts about the life and career of comrade Le Van Luong. In 2011, to celebrate the 100th birthday of comrade Le Van Luong, the province decided to upgrade the campus of the Memorial House more spacious, clean and beautiful. The Memorial House of Comrade Le Van Luong has become a red address for patriotic education, a shining moral example of the previous generation for future generations to learn and follow. With those precious values, the Ministry of Culture, Sports and Tourism issued the Decision No. 673/QD-BVHTTDL dated March 24, 2022 ranking the National Monument as a place to commemorate Comrade Le Van Luong.
