The project to build a route connecting cultural heritage, tourism and economic development along the Red River was approved by the Provincial People's Council in Resolution No. 368/NQ-HDND dated July 6, 2023. This is an important project for the development of the province, aiming to complete the essential transport infrastructure of Hung Yen province in particular and the region in general according to the approved planning; well serving the needs of transporting goods and traveling of the people and exploiting the land fund along both sides of the route, developing and forming industrial clusters, urban areas, tourist service areas... attracting investment in the districts of Van Giang, Khoai Chau, Kim Dong and Hung Yen city; forming a regional connecting route connecting cultural and spiritual heritage works along the Red River: Thang Long - Pho Hien - Tam Chuc - Bai Dinh - Chua Huong; connecting traffic in the Hanoi - Hung Yen - Ha Nam - Ninh Binh region; is a breakthrough in developing transport infrastructure according to the Resolution of the 19th Hung Yen Provincial Party Congress. This is a project belonging to Group A, with a total estimated investment of nearly 9.3 trillion VND. The investment capital sources from the provincial budget. The project implementation period is from 2023 to 2027. The project construction is located in Van Giang, Khoai Chau, Kim Dong districts and Hung Yen city. The route starts at Km0+000, the border of Hung Yen province and Hanoi city at km76+984 on the provincial road No. 378 (on the left dike of the Red River), Xuan Quan commune (Van Giang); the ending point is about Km55+680, intersecting the Red River left embankment at Km133+500, Tan Hung commune (Hung Yen city). The total length of the route is about 55.68km. On the route, there are 2 planned bridges crossing the irrigation canal at Lien Nghia pumping station, Nghi Xuyen pumping station and Nghi Xuyen bridge, that is suitable for the scale of crossing rivers and irrigation canals. The design elevation must be consistent with the controlled construction elevation in the planning; at the same time, consider the current status, natural factors, flood frequency, elevations controlled by underground works, and above-ground works. For the section of the route outside the dyke, flood prevention and control must be ensured at level 3 of the Red River through Hung Yen province...
The Department of Transport inspects preparations for the commencement of the project to build a route connecting cultural heritage, tourism and economic development along the Red River
Comrade Tran Minh Hai, Director of the Department of Transport, said: The project on building a route connecting cultural heritage, tourism and economic development along the Red River has been "cherished" by the provincial leaders since the early days of implementing breakthroughs in socio-economic development of the province according to the Resolution of the 19th Hung Yen Provincial Party Congress. The process of researching and preparing a feasibility report for the project encountered many difficulties in terms of institutions, mechanisms, policies, operations, and other technical issues. However, the province has studied and proposed to the Government, ministries, central branches, relevant agencies and units to join hands to resolve these difficulties. Based on the comments of the ministries, central branches and the province, the Department of Transport has coordinated with relevant departments, branches, localities and consulting units to calculate the necessity, feasibility and effectiveness of the project investment; the ability to ensure factors for project implementation such as resource use, selection of equipment technology, requirements in exploitation, use, implementation time, construction site clearance plan... according to the selected basic design plan, as a basis for consideration and decision on investment and construction. With the efforts of the entire political system, on February 17, 2025, the Project on building a route connecting cultural heritage, tourism and economic development along the Red River was approved by the Provincial People's Committee in Decision No. 387/QD-UBND. Immediately after that, the Department of Transport coordinated with departments, branches and localities to deploy working contents to be ready to start the project in the first quarter of this year. Currently, the Department of Transport is urgently completing the construction design drawings and selecting contractors to prepare for the project groundbreaking ceremony. The selection of contractors is carried out through public bidding online. In addition, Van Giang, Khoai Chau, Kim Dong districts and Hung Yen city are urgently performing steps to clear the project site. Comrade Pham Xuan Thang, Chairman of Khoai Chau District People's Committee, said: Khoai Chau District has 9 communes with a total area of about 1 million m2 that needs to be cleared to carry out the project. Implementing the direction of the Provincial People's Committee, Khoai Chau District People's Committee directed the district's functional branches to coordinate with the People's Committees of the communes where the project passes through to urgently complete the dossier of extracting cadastral maps to make a plan for compensation, support and organize the payment of compensation and support costs for households whose land area needs to be recovered.
In order to ensure the project to start as planned, the Provincial People's Committee requested relevant departments and agencies to coordinate with the People's Committees of Van Giang, Khoai Chau, Kim Dong districts and Hung Yen city to focus on removing difficulties and obstacles in the project implementation process; arranging resettlement... to speed up progress and boost investment efficiency.
