Speaking at the opening of the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam emphasized that the Ring Road No. 4 project is a national key project that is interested in by the Politburo, the National Assembly and the Government to facilitate its implementation. At the same time, it also requires high in implementation progress. In which, striving to hand over 70% of the ground area of the previous construction and installation bidding packages to serve the project's commencement on June 30, 2023. Up to now, the amount of work to be done in the province is still very large, so branches and localities need to urgently and focus on the implementation of the project. The delegates should focus on discussing solutions to remove difficulties and obstacles in site clearance, allocating land fund for resettlement, and ensuring project implementation progress.

According to the report of the Department of Transport, the Ring Road No.4 project through the province has a length of 19.3km, passing through four districts: Van Giang, Khoai Chau, Yen My and Van Lam. Up to now, the component project 1.2 has completed the dossier and eligible for approval. The total cost of implementing component project 1.2 after review is more than 5.8 trillion VND, exceeding the investment policy by more than 2 trillion VND. For the component project 2.2, the feasibility study report has been completed and is being submitted to the relevant authorities for appraisal. For the preparation of environmental impact assessment reports, the environmental impact assessment reports of component projects 1.2 and 2.2 have been completed and submitted to the Ministry of Natural Resources and Environment for appraisal from January 3, 2023. The Department of Transport has completed the site clearance of the Ring Road No. 4 and handed it over to the People's Committees of the districts to organize the site clearance. The localities with the project area have completed the extraction of the cadastral map, completed the review and regulation of land owners, and are drafting the notice of land acquisition and organizing the tally. The People's Committees of the districts have determined the location of housing resettlement, the planning area for the cemetery, submitted it to the Department of Construction for appraisal, and submitted to the Provincial People's Committee for approval of the location and boundaries for planning the resettlement area. Up to now, the total recovered area has reached about 317.1 hectares. The provincial land development fund has advanced 42 billion VND for localities to organize payment for people to move graves and simultaneously carry out the construction of new or expanded cemeteries.

At the meeting, the delegates focused on analyzing and discussing solutions to remove difficulties during the project implementation. Such issues are focused on as: Support for site clearance compensation, adjustment of land use planning, allocating funding sources for site clearance, resettlement for people affected by the project...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam requested departments, branches and localities to urgently overcome difficulties and speed up the clearance of Ring Road No. 4 project. Currently, there are not many projects as planned, so the districts of Van Giang, Van Lam, Yen My and Khoai Chau need to urgently coordinate with departments and branches to take steps in site clearance and approve land use plans, arrange resettlement, move graves; specifically review the recovered land area, avoid errors in the process of compensation for site clearance. The implementation of land clearance steps should be done drastically, flexibly and in accordance with regulations.
