On the afternoon of November 30, 2020, at the Hall of the Provincial People's Council - the Provincial People's Committee, the 14th Session of the 16th Provincial People's Council continued the afternoon session of the first working day. At the beginning of the afternoon, delegates listened to leaders of the Provincial People's Procuracy and the People's Court presenting the report on law observance, trial results in 2020 and key tasks of the year 2021.

After that, a number of key titles of the Provincial People's Council and the Provincial People's Committee were consolidated. Under the guidance of the Central and the Provincial Party Committee on cadres work and Report of the Chairman of the Provincial People's Council, delegates voted to elect Mr. Pham Van Khue, Member of the Provincial Standing Committee, Standing Deputy Head of the Organization Commission of the Provincial Party Committee to hold the position of Vice Chairman of the Provincial People's Council term 16, in the period of 2016-2021 with 49/49 approval votes.

The delegates unanimously voted to dismiss Mr. Bui The Cu from the position of Vice Chairman of the Provincial People's Committee because he had been elected as a Member of the Provincial Standing Committee, Chairman of the Provincial Party Committee for Inspection Commission. At the same time, 100% of the delegates voted to elect Mr. Nguyen Hung Nam, member of the Provincial Party Committee, Secretary of Kim Dong District Party Committee to hold the position of Vice Chairman of the Provincial People's Committee term 16, in the period of 2016-2021.

Also at the session, delegates voted to approve the Report and Resolution on the resignation of the title of Chairman of the Provincial People's Committee, term 16, in the period of 2016-2021 for Mr. Nguyen Van Phong, whose retired to enjoy the social insurance and unanimously resigned him from being a member of the Provincial People's Council.

At the same time, introducing personnel for the Provincial People's Council to elect the title of Chairman of the Provincial People's Committee term 16, in the period of 2016-2021 for Mr. Tran Quoc Van, Deputy Party Secretary, Secretary of the District Party Committee of Van Lam. As a result, Mr. Tran Quoc Van, Deputy Party Secretary, Secretary of the District Party Committee of Van Lam was approved at the rate of 100% by the delegates to hold the position of Chairman of the Provincial People's Committee term 16, in the period of 2016-2021.

Speaking at the session, after being elected as the Chairman of the Provincial People's Committee, Mr. Tran Quoc Van thanked the Party’s and  State’s leaders, the representatives of the Central Party Committees, the Provincial Party Secretary, leaders of the province, former leaders of the province, representatives of the Provincial People's Council on behalf of voters and the people in the province for regularly caring, directing, accompanying, sharing and trusting; as a newly assigned position, this is the happiness but also a very great responsibility for the Party Committee, government and people of the province; vowed to uphold the sense of responsibility, together with the leaders of the Provincial People's Committee to continue to inherit and promote the valuable achievements and experiences of the previous tenure and comrades in leadership, direction and administration, upheld the principle of democratic centralization, maintaining discipline and unity in the leadership apparatus and political system; promoted the role and responsibility of the leaders of the Provincial People's Committee and members of the Provincial People's Committee; well implemented the coordination with the ministries, central branches, the People's Committees of other provinces, the Standing Committee of the People's Council, the Vietnam Fatherland Front Committee of the province and relevant agencies; always upheld the role of individual responsibility as the head of the administrative agency of the province, actively learned, improved knowledge, brought all of his abilities and enthusiasm to dedicate, regularly innovate to improve the directing and operating work; focused on decentralization; raised the quality of administrative reform; enhanced the initiative and creativity of advisory and assisting agencies; promoted the collective role and the strength of the political system, all classes of people and the business community in order to organize the effective implementation of the Party's guidelines, the State's legal policies, the resolutions of the National Assembly and the Provincial People's Council; the direction of the Government, the Prime Minister, the leadership of the Provincial Party Committee; made every effort to successfully complete all assigned tasks, worthy of the trust of the Party Committee and people in the province. In the immediate future, to concretize and bring the Resolution of the 19th Provincial Party Congress, term 2020 - 2025 to life; determine to strive to achieve the highest level of the goals and tasks set out by the Resolution of the Provincial Party Congress for the goal of building Hung Yen province into a strong province nationwide.

Tomorrow on December 1, the session turns to the second working day. The content and agenda of the session are expected as follows: The Report and draft of the Resolution to continue implementing support policies for cadres, civil servants and public employees working in the OSS department of the State administrative agencies at all levels in Hung Yen province in the period of 2021-2022; the report on the verification of law observance, the results of adjudication work in the province by 2020 and key tasks in 2021; the report on the operation of the Standing Committee of the People's Council, the Provincial People's Council’s Committees in 2020 and the key solutions and tasks in 2021; the delegates discuss at the groups; the report synthesizing opinions discussed at the delegates' groups; the concerned agencies respond to opinions and proposals of voters and questions of the Provincial People's Council’s deputies; to adopt a number of Resolutions at the session; to close the session.
