At the ceremony, Hung Yen city’s leaders gave an introduction on the unique culture of Lac Long Quan temple and its restoration and embellishment process. According to Dai Viet historical records and many historical sources, the King De Minh had two children, the oldest was De Nghi and the second was Loc Tuc. Loc Tuc was an intelligent and humble person and appointed by his father as the King of the South (Van Lang land), his name was Kinh Duong Vuong. Loc Tu gave birth to Sung Lam, who was known as Lac Long Quan. Lac Long Quan married Au Co and gave birth to hundreds of sons who were the ancestors of Bach Viet people. Au Co led 50 children to Phong Chau land and honored the eldest son as the King, whose name was Hung Vuong and named the country Van Lang. Lac Long Quan led the remaining 50 children down to the South and taught the people to cultivate, set up the ranks of the army, the god, the religion of father and son, husband and wife and spread all over the coastal region to reclaim wasteland, encroach the sea to open up the land, people's lives became more and more prosperous and comfortable, forming the first villages of the Red River delta later. According to the epitaph kept at Dinh Ca, Lam Son ward, Lac Long Quan temple in Xich Dang village dates back to the middle of the 18th century. In 1740, Trinh Doanh King fought the enemy from the South, when he was resting on the parking station on the river, there was a good dream of the Fatherland that warned the ways against the enemy, so we were invincibility. In gratitude to the merit of the Fatherland, the court built Lac Long Quan temple in Xich Dang area, Lam Son ward today.

Over time, under the impact of natural disasters and devastation of wars, the old temple disappeared. To show the gratitude to ancestors who built the myogram and laid a solid foundation for Vietnamese people, in 2018, Lac Long Quan temple was started to rebuild on the foundation of the old temple. After two years, Lac Long Quan temple was completed with a campus of 2.5 thousand square meter including the following items: Tam Quan, Ta Vu, Lac Long Quan temple and a garden system. Items and structures are made of solid wood, bearing the imprint of the Red River delta. Currently, the temple still preserves many artifacts and worshiping objects of historical and cultural value.

On October 29, 2019, the Chairman of the Provincial People's Committee issued Decision No. 2455 / QD-CTUBND recognizing Lac Long Quan temple as a provincial historical monument. This is also a typical cultural project chosen by the Provincial Standing Committee to attach a signboard to welcome the 19th Party Congress of Hung Yen province, term 2020 - 2025.

Speaking at the ceremony, Mr. Nguyen Van Phong, Deputy Party Secretary, Chairman of the Provincial People's Committee requested Hung Yen Municipal People's Committee to coordinate with related agencies and units to urgently complete and implement the expansion project of Xich Dang Temple of Literature, Mau Temple, Tran Temple, Ba Chua Kho Temple, pottery street; strengthen measures to preserve, embellish and promote the best value of Pho Hien Special National Monument and Lac Long Quan temple, associate the conservation and preservation of cultural heritage with tourism development.

According to historical records, in the 6th century, Hung Yen was associated with the name of Trieu Viet Vuong celebrity (Trieu Quang Phuc), the son of general Trieu Tuc, a native of Khoai Chau. He was a majestic person and good at martial arts, and from an early age, he followed Ly Bi (Ly Nam De) to uprise, overthrew the Luong dynasty, won the independence and founded Van Xuan nation in 544. He was promoted to the rank of Ta General. In 545, the Luong dynasty brought troops to invade Van Xuan, Ly Nam De gave command to Trieu Quang Phuc. When Ly Nam De died, Trieu Quang Phuc proclaimed himself Trieu Viet Vuong and chose Da Trach lagoon as his base. In the history of building and defending the country of the people, Trieu Viet Vuong and Da Trach lagoon base with the victory of the guerrilla war against the Luong invaders are one of the glorious and heroic pages of history, helping the young Van Xuan state founded by Ly Nam De overcome historical events and continue to maintain the independence for 30 years. Recognizing the merits and dedication of Trieu Viet Vuong, the people in the area have established the temple. However, due to the war, the temple was completely destroyed. In 2018, Khoai Chau district together with the local people built a new temple on the old foundation. After 2 years,Trieu Viet Vuong temple was completed with an area of ​​over 13 thousand m2 including the following items: Nghi Mon, screen, Ta Vu, Huu Vu, main temple and auxiliary works. The temple is a place for spiritual cultural activities of the people in the region and a traditional educational place for patriotism and national pride for next generations. On January 20, 2020, the Chairman of the Provincial People's Committee issued Decision No. 177 / QD-CTUBND on ranking Trieu Viet Vuong temple relic as a provincial historical monument.
