At the conference

According to the report of the Steering Committee, the 4th outbreak with the Delta mutation has spread quickly, strongly, and developed much more complicatedly than expected. The epidemic has profoundly affected all socio-economic aspects of the country. Particularly, the fourth outbreak from April 27 to now has recorded 858,000 thousand cases and 21,000 deaths; if calculating over 1 million people, the number of cases in the country ranks 155/223 in the world, 9/11 in ASEAN; the number of deaths ranks 134/223 in the world, 6/11 in ASEAN. The mortality rate is 2.4%, ranking 58/223 in the world, the 11th in ASEAN. The epidemic has been recorded in 62/63 provinces and cities nationwide. The state budget allocated for the prevention and control of the Covid-19 epidemic is more than 30,400 billion VND. In which, the amount for ministries and central agencies is more than VND 25,200 billion, the amount of support for localities in 2021 is VND 5,154 billion. Regarding vaccines, 92.5 million doses have been received and more than 61 million doses have been injected. As of October 16, 60.2% of people over 18 years old have received at least 1 dose of vaccine and 24.7% have received 2 doses.

At the conference, the delegates focused on discussing and evaluating the results and lessons drawn in the epidemic prevention and control in recent time, especially in the 4th phase of the epidemic; at the same time, discussing and proposing solutions to adapt safely, flexibly, and effectively control the epidemic in the coming time.

Speaking at the conclusion of the conference, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the Covid-19 Prevention and Control, acknowledged and praised the leadership and direction of Party committees and authorities at all levels, especially grassroots level; the involvement of the whole political system; the sharing of the people and the business community, especially the efforts of the frontline forces in the epidemic prevention and control during the last 4th Covid-19 epidemic. However, the fact is that there are still shortcomings and limitations in leadership, direction, and performance at all levels, branches and localities, which need overcoming. Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to do well in forecasting and understanding the situation and developments of the epidemic; urgently develop and complete a master program on the epidemic prevention and control and the program on socio-economic recovery and development; continue to pay attention to and do well in social and welfare work; restore the labor supply chain; urgently take solutions to reopen schools in safe places; have solutions to take care of orphans due to the Covid-19 epidemic; vigorously conduct the vaccine strategy, well carry out the safe and timely vaccination campaign; continue to strengthen treatment facilities for timely and effective treatment of new Covid-19 cases; Ministries, branches and localities urgently organize the effective implementation of the Resolution No. 128/NQ-CP dated October 11, 2021 of the Government and the Decision No. 4800/QD-BYT dated October 12, 2021 of the Ministry of Health promulgating the interim guidelines for medical professionals "Safe and flexible adaptation and effectively controlling of the Covid-19 epidemic".
