The presentation at the seminar by Comrade Nguyen Xuan Thang, Politburo member, Director of Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council affirmed as follows: Comrade To Hieu is a shining example of a faithful communist soldier who devoted his life to the revolutionary cause of the Party, for the independence, freedom and happiness of the People. As a fervent patriot, despite being imprisoned, tortured in prison and his seriously illness, comrade To Hieu always maintained the bravery of a communist soldier and actively participated in revolutionary activities. In February 1940, Son La Prison Cell was secretly established. With the spirit of the leading nucleus in the prison cell, he was then elected as the cell's secretary. He continued to educate and enlighten the revolutionary soldiers to continue to follow the Party and the revolution.

In 1944, Comrade To Hieu died at Son La prison. With great contributions to the Vietnamese revolution, comrade his name and career will forever be engraved in the glorious history of the nation.

The title of the seminar emphasized: Comrade To Hieu has inherited the rich patriotic and cultural tradition of his homeland Hung Yen. During the time he was put under house arrest by the French army in his homeland, he continued to educate and enlighten the revolutionary tradition for independence and freedom for the Fatherland to the young generation in locality.

Addressing the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized: Hung Yen is a land of civilization and heroes, rich in patriotic traditions. This place has produced many outstanding talents who have contributed to the nation, especially in the fields of politics, military and culture, including comrade To Hieu - a resilient Communist Party member who spent his whole life striving for the revolutionary cause of the Party.

Following his example, at the same time promoting "To Hieu spirit" and creatively applying that spirit in the cause of renovation, the Party Committee and People of Hung Yen province have regularly paid attention to well implementing the Party building work, promoting the socio-economic development and attaining quite comprehensive achievements. By 2021, Hung Yen's budget revenue has increased nearly 200 times as compared to the year of re-establishment of the province (1997); currently, the province is one of 16 provinces and cities that balance revenues and expenditures by themselves; the average economic growth rate in the 2016-2021 period has reached 8.38%/year; in 2021, the gross domestic product per capita attained nearly 87.7 million VND... The work of building a clean and strong Party and political system is concerned and effectively conducted...

At the workshop, the delegates focused on analyzing and evaluating the outstanding activities and contributions of comrade To Hieu, such as: The influence of the homeland rich in cultural and revolutionary traditions, the orderly and patriotic family - the cradle of personality formation, nurturing soul, enthusiasm and revolutionary spirit of comrade To Hieu; the important contributions of comrade To Hieu in the revolutionary struggle from becoming a revolutionary soldier to his sacrifice for the cause of the Party and the nation; affirming the spirit of loyalty and indomitable spirit of communists despite being captured by the enemy and tortured in prison...

The panelists at the conference unanimously affirmed: Comrade To Hieu is a shining example of a steadfast and indomitable communist soldier. His spirit, bravery, and qualities as a communist are invaluable assets of the Vietnamese Party and revolution, with lasting value and living forever in the hearts of the Vietnamese people.
