Speaking to open the conference, Chairman of the provincial People's Committee Nguyen Van Phong affirmed that, over the past time, the provincial leaders hold many dialogue activities to solve difficulties and obstacles for businesses operating in the area. As for investment attraction, the province's policy is to restrict the attraction of enterprises operating separately and focus on attracting businesses into industrial parks. In the context of the current fluctuating international economic situation, businesses need to implement solutions to stabilize their production and business activities. Chairman of the provincial People's Committee proposed that, at the conference, businesses contributed their opinions on tax policies and procedures of granting land use right certificates so that the province would promptly remove difficulties and obstacles for enterprises, which improves the competitiveness index and fulfills the budget collection plan.

At the conference, businesses proposed a number of issues on granting land use right certificates to some projects which are still low; issues on dealing with environmental pollution, traffic congestion in the project area of Nhu Quynh ecological urban area (Van Lam district); consideration of tax exemption for a number of businesses that have not been put into operation yet; the granting of operation licenses for a number of projects is incompatible with the actual situation; The completion of documents and procedures for some projects is still slow. There should be a policy to protect the interests of investors in front of any changes and adjustments.

At the conference, the leaders of the provincial People's Committee asked heads of departments, sectors and localities to issue specific documents to answer to what businesses are concerning. In addition, departments and sectors need to urgently clarify opinions of a number of businesses on the shortcomings in implementing infrastructure construction investment and services of some projects.
