Construction of infrastructure of Industrial Park No. 05 in An Thi and Kim Dong districts
To carry out the planning and implementation of construction planning and urban planning in Hung Yen province in the period of 2011 - 2022, the Department of Construction has appraised the subdivision planning project, detailed planning ( including planning adjustment project) for 15 industrial parks; appraised detailed planning projects (including the planning adjustment project) for 23 industrial clusters. Along with that, the department has appraised detailed planning projects for seven production and business projects with an area of over 5 hectares in the province.
Mr. Cao Quang Hung, Director of the Department of Construction said: The planning for the construction of industrial parks and industrial clusters in the province in recent years always adheres to specific objectives, criteria, and implementation associated with the practice and general and long-term planning of the province. The Department of Construction has the function of appraising construction planning tasks and projects under the approval authority of the Provincial People's Committee. The appraisal process is focused on both human and material resources, with close coordination with relevant units, ensuring the time and progress.
In 2022, the province has made the planning of construction zoning at the rate of 1/2000, adjusted to expand Yen My II Industrial Park with the planning scale to about 313.5ha (phase 1 is about 97.5ha). The Department of Construction and a number of related departments and branches have closely coordinated with relevant units to carefully review the current status of land use, network, and technical focal works in the area of the project in phase I for a basis for proposing solutions for synchronous coupling with technical infrastructure of the expansion planning area (phase II). The planning on land use of industrial zones, structure of traffic land types, trees, focal works of technical infrastructure, construction density is basically in accordance with the provisions of the National Technical Regulation on construction planning QCVN 01:2021/BXD of the Ministry of Construction. Specific contents such as: Maximum construction density, maximum land use coefficient... in the land lots for building factories and enterprises are carefully researched, suitable for type, nature, industrial production line. Especially in terms of spatial organization of architecture and landscape, within the planning scope of the industrial park, the existing cemetery is retained and the reserve land fund is arranged to expand, gather scattered graves located in planning area. Therefore, the space and landscape architecture of the industrial park are also concretized to meet the convenient access and use of the people and ensure compliance with the requirements of safe environmental distance as prescribed by the Regulations QCVN 01: 2021/BXD standard of the Ministry of Construction.
Each detailed planning on the construction of industrial parks and industrial clusters, after approved by competent authorities, shall be publicly announced; serve as a legal basis for receiving construction investment projects, managing project construction permits, as well as exploiting industrial potentials, attracting investors into operation.
In the master plan on development of industrial clusters in the province in recent years, approved by the province with an appropriate scale in each period, infrastructure investment is oriented with focus on areas with high potential for investment. This is the basis for investors to choose a suitable investment location, create a favorable, sustainable and harmonious development environment for rural industries, make reasonable, economical and effective use of the available resources, ensuring the safety of the ecological environment, making an important contribution to the sustainable socio-economic development of the province.
In March 2022, the Provincial People's Committee approved the detailed construction planning at 1/500 scale of Dong Than Industrial Complex (Yen My). The detailed planning is carried out on an area of 75ha in Dong Than commune, about 75% of the land fund is used to build the factory, about 10% is for green trees and water surface; the rest is operating area, service, parking lot, traffic land. MITRI Investment and Development Joint Stock Company (the investor in the construction of technical infrastructure of Dong Than Industrial Complex) has coordinated with the Department of Construction, the People's Committees of districts and related units to announce the planning; serve as a basis for formulating investment projects on construction of technical infrastructure, managing and constructing them according to the approved planning, having specific and detailed investment diverging plans, creating favorable conditions for the receipt of component projects, ensuring the progress and efficiency of land use and planning on land management according to current regulations. This is an industrial cluster established in December 2021, the main industry is the field of industrial production supporting the following industries: electronics, automobiles, mechanics, industry, high technology, projects using energy saving and clean technology, no pollution to the environment. Total investment capital for the project is over 500 billion VND.
In the first months of 2023, the Department of Construction completed the appraisal and reported to the Provincial People's Committee the appraisal results for the detailed construction planning at 1/500 scale of four industrial clusters in the province including: Thuy Lan Craft Village (Yen My); Di Che industrial cluster (Tien Lu); Hoa Phong Craft Village Industrial Cluster (My Hao Town); Van Du - Quang Vinh industrial cluster (An Thi). In the coming time, the department will continue to coordinate with relevant departments, branches, localities and units to effectively implement the planning for construction of industrial zones and clusters; actively guide and remove difficulties and obstacles in the process of construction planning, contributing to ensuring the quality, sustainability and suitability of the industrial construction planning with the urban-rural system in the locality.
