The Investment project to build the Ring Road No. 4 - Hanoi Capital Region includes 7 component projects (3 projects of compensation, support and resettlement; 3 investment projects to build parallel roads (urban roads) in the form of public investment and 1 expressway construction investment project in the form of public-private partnership (PPP). The total length of the project is about 113km, in which, the route in Hanoi city has the length of about 58.2km; the section in Hung Yen province is about 19.3km long; the section in Bac Ninh province is about 35.3km long. The project is invested in phases with a scale of 4/6 lanes, the speed limit is 80km/h with a width of 17m. Investment in divergent parallel roads (discontinuous) is at the scale of 12m on each side. Total project investment is more than 85.8 trillion VND. According to the plan, in 2026 the project will be basically completed and put into operation from 2027.

Cao Lanh - An Huu highway construction project has a length of nearly 27.5km. At phase 1, the project is invested with a scale of 4 lanes with a roadbed width of 17m, an operating speed of 80km/h. The total preliminary investment of the project is nearly 5,900 billion VND. The implementation period is from 2022 - 2027.

At the ceremony, the delegates listened to an overview report on the implementation of the Ring Road No. 4 construction investment project - Hanoi Capital Region, the Cao Lanh - An Huu highway construction project (phase 1); the representative of the construction unit reported on the implementation and preparations for the construction of the projects, committed to the progress and quality of the construction of the projects.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh praised the efforts of the ministries, branches and localities in ensuring the conditions for starting two projects.
