It saw the attendance of: Mr. Do Tien Sy, Member of the Party Central Committee, Provincial Party Secretary, Head of the Provincial Delegation of National Assembly; Mr. Do Xuan Tuyen, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Nguyen Van Phong, Deputy Party Secretary, Chairman of the Provincial People's Committee; members in the Provincial Standing Committee, the Standing Committee of the People's Council and People's Committee, the Provincial Fatherland Front Committee; leaders of departments, agencies; leaders of districts and city, and representatives of the Provincial People's Council, term XVI.

Speaking at the opening of the session, Chairman of the Provincial People's Council Do Xuan Tuyen proposed the deputies of the Provincial People's Council and delegates to raise their responsibilities to voters and people in the province, fully attend the session, promote their intelligence and democracy, take time to deeply study reports; at the same time, based on the practical situation of the localities and units, to actively participate in discussions and give good quality comments on the Reports and the draft of the Resolutions submitted at the session.

At the session, the Provincial People's Council focused on reviewing the reports and draft resolutions submitted by the Standing Committee of the Provincial People's Council and the Provincial People's Committee; the verification report of the boards of the Provincial People's Council; the explanation report on the comments reception of the boards and delegates. The session approved 09 important Resolutions in the following fields: The regulation on environmental protection fees for mineral exploitation in Hung Yen province; the Resolution on the coefficient of land price adjustment (K) to determine the price for land rent collection in Hung Yen province in 2019; the regulation on a number of policies to support the cooperation and link in the production and consumption of agricultural products in Hung Yen province; the Resolution promulgating the Regulation on the price of medical examination and treatment services not covered by the Health Insurance Fund in the state facilities in Hung Yen province; the Resolution on adjusting the project in the Resolution No. 186 / NQ-HDND dated 12/12/2018 of the People's Council and approving the addition of the list of projects that require land acquisition, use rice land under 10ha in 2019 in Hung Yen province; the Resolution on supplementing the target of developing social insurance and unemployment insurance participants into the socio-economic development targets of 2019; the Resolution on stipulating the level of allowance on workdays, travel and food expenses for militia on duty; the Resolution on naming roads and streets in My Hao town, Hung Yen province; the Resolution on confirming the results of additional election of the Provincial People's Committee, term XVI, tenure 2016-2021.

At the session, the Provincial People's Council also elected additional members of the Provincial People's Committee. The result was that Mr. Doan Van Hoa, Member of the Provincial Standing Committee, Director of the Department of Culture, Sports and Tourism was elected as a member of the Provincial People's Committee in the 2016-2021 tenure.
