At the Session

At the beginning of the working session, the Chief Justice of the Provincial People's Court presented the report on trial results in the first 6 months of the year; the tasks and solutions for the last 6 months of 2021.

The representative of the Legal Affairs Board of the Provincial People's Council presented the verification report on the law observance situation in the province in the first 6 months of the year; the tasks and solutions for the last 6 months of 2021.

Next, Mr. Pham Van Khue, Member of the Provincial Standing Committee, Standing Vice Chairman of the Provincial People's Council announced the Resolution of the Standing Committee of the Provincial People's Council approving the list of members of the Boards of the Provincial People's Council.

At the meeting, Chairman of the Provincial People's Committee Tran Quoc Van made a speech clarifying the issues that voters and deputies of the Provincial People's Council are concerned about and the plans, tasks and solutions for the socio-economic development in the last 6 months of the year and the next 5 years for the period of 2021-2026.

Chairman of the Provincial People's Committee emphasized as follows: Hung Yen province, since its re-establishment, has made remarkable progress in the socio-economic development. From a province ranking the 61st in the country, so far the province has risen to be in the top 16 highest provinces in the country in term of socio-economic development; per capita income stands in the top 12 highest provinces in the country. This is a result of the efforts of the whole political system, the leaders of the province in different periods and the entire People in the past time. To ensure the completion of the tasks set out in the socio-economic development plan for the last 6 months of 2021, the Chairman of the Provincial People's Committee requested all levels and branches to focus on solving difficulties of organizations, businesses and people; speed up the settlement of administrative procedures; enhance the role and responsibility of the heads of agencies and units.

For the task of the whole 5-year term, 2021 - 2026, it is necessary to focus on completing a number of basic indicators such as: 5-year average economic growth rate (GRDP): 7.5-8%; per capita income: 130 million VND/year; budget revenue in the province: 21,500 billion VND; the rate of poor households decreases to less than 1%; the percentage of households having access to clean water is 100%. To fulfill the set targets, the Chairman of the Provincial People's Committee emphasized the need to make three strategic breakthroughs: The first breakthrough is to promote the development of transport infrastructure; the second one is the development of high-tech industry; the third one is the acceleration of urban development. In addition, it is necessary to pay attention to the problem of environmental pollution and waste treatment. Regarding education, to focus on the following tasks: Invest in facilities and equipment for all levels of education; raise the qualifications of the teaching staff; improve the quality of textbooks and teaching quality. Regarding health, to focus on investing in equipment for hospitals and health centers of districts, towns and city; improve the capacity and qualifications of medical staff to improve the quality of medical examination and treatment for the people. Regarding national defense and security issues, to focus on ensuring security and order in localities.

Regarding the prevention and control of the Covid-19 epidemic, the Chairman of the Provincial People's Committee emphasized that prevention is the main thing; at the same time, it is necessary for drastic involvement of authorities at all levels, the consensus of people in the epidemic prevention and control; the people's voluntary medical declaration; the people's denunciation of the ones who do not voluntarily declare health and consider this as a "patriotic" act. Chairman of the Provincial People's Committee requested to strictly handle violations of epidemic prevention and control, the administrative sanctions must be done at the highest level; the cases causing serious consequences must be examined for penal liability. The health sector is required to further improve testing capacity; the police force to speed up the tracking of F1, F2, F3 cases; districts need to reserve at least 01 field hospital. He asked the people to further raise their sense of responsibility together with the authorities at all levels to actively participate in the prevention and control of the Covid-19 epidemic.

The meeting voted to pass on the Resolutions presented at the meeting. 100% of the deputies of the Provincial People's Council unanimously voted to pass 14 Resolutions.

After three working days, the First session of the 17th Provincial People's Council, for the period of 2021 - 2026 has completed the program contents set out. Speaking at the closing of the meeting, Chairman of the Provincial People's Council Tran Quoc Toan proposed all levels, branches and localities, on the basis of the performance of tasks in the first 6 months of 2021; pursuant to the Resolution of the 19th Provincial Party Congress and the 5-year socio-economic development plan for the period of 2021 - 2025 that decided by the Provincial People's Council, term 18, for the period of 2016 - 2021, to actively develop the socio-economic development plan, ensuring national defense and security in 2021 with a high spirit of striving so that by 2025, all the goals and tasks set out in the Resolution of the 19th Provincial Party Committee and the socio-economic development plan for the period of 2021-2025 will have been completed and exceeded the plan.

The Provincial People's Committee and functional branches are required to urgently organize the implementation of the Resolutions passed at the meeting; the Boards of the Provincial People's Council, representatives of the Provincial People's Council actively coordinate with state agencies, the Fatherland Front and People's organizations to exercise the rights to supervise and mobilize the People to successfully implement the Resolutions approved by the Provincial People’s Council. Immediately after the meeting, the Provincial People's Committee is requested to direct and focus on solving the legitimate proposals of voters and the People. It is recommended that voters in the province monitor more closely the activities of the Provincial People's Council, the Provincial People's Committee, law enforcement agencies, departments, branches and State agencies, contributing to building the government stronger and stronger.
