General Nguyen Thien Thuat was born in 1844 in Xuan Duc village, Bach Sam, Duong Hao district, Hung Yen province, now Xuan Dao village, Xuan Duc commune (My Hao town). He was the eldest son of a poor Confucian family, talented in martial arts and literature. He was an honest, just, and talented official who was respected by the people. When the French colonialists invaded Tonkin, he and some patriotic scholars stood up to fight the enemy. In 1885, King Ham Nghi issued a decree of Can Vuong, Nguyen Thien Thuat stood out to unify forces against the French colonialist in the Northern Delta. He was the leader of Bai Say's insurgent army with many battles that terrified the French colonialist. Nguyen Thien Thuat died on May 25, 1926 in China. In 2005, his remains were brought back to be buried in Xuan Duc hometown.

To show gratitude and honor to General Nguyen Thien Thuat, on June 7, 2019, the Provincial People's Committee issued Decision No. 1281/QD-UBND approving the investment policy to build the Nguyen Thien Thuat relic site, on a large campus of over 11 thousand m2 with a total investment of nearly 45 billion VND. With historical values and significance, Nguyen Thien Thuat Memorial area has been ranked a national historical relic by the Ministry of Culture, Sports and Tourism in Decision No. 3077/QD-BVHTTDL dated October 27, 2020.
