Tại buổi làm việc, đồng chí Trần Quốc Toản, Phó Bí thư Thường trực Tỉnh ủy, Chủ tịch HĐND tỉnh báo cáo những kết quả đạt được trong phát triển kinh tế - xã hội, công tác xây dựng Đảng của tỉnh trong 9 tháng năm 2022. Trong 9 tháng qua, tổng sản phẩm (GRDP) ước tăng 10,41%, giá trị sản xuất công nghiệp ước tăng 10,25%; kim ngạch xuất khẩu ước đạt 4.800 triệu USD, tăng 21,5% so cùng kỳ năm 2021, đạt 85,7% kế hoạch; vốn đầu tư phát triển đạt 40.263 tỷ đồng, tăng 49,63% so với cùng kỳ; thu ngân sách ước đạt trên 45.000 tỷ đồng, gấp 3,41 lần so với cùng kỳ năm 2021 và đạt 231% so với kế hoạch năm; thu hút thêm 57 dự án đầu tư mới (gồm 46 dự án trong nước, 11 dự án nước ngoài) với tổng vốn đầu tư đăng ký 16.629 tỷ đồng và 95,9 triệu USD; nông nghiệp, nông thôn có nhiều chuyển biến tích cực. In the past 9 months, the gross domestic product (GRDP) is estimated to increase by 10.41%, the industrial production value is estimated to increase by 10.25%; export turnover is estimated to reach at 4,800 million USD, up 21.5% year on year, occupying 85.7% of the plan; the development and investment capital has attained VND 40,263 billion, up 49.63% over the same period; budget revenue is estimated to reach at over 45 trillion VND, 3.41 times higher than the same period in 2021 and accounting for 231% of the yearly plan; attracting more 57 new investment projects (including 46 DDI, 11 FDI projects) with a total registered capital of VND16,629 billion  and USD95.9 million. There have been a lot of positive changes in agricultural and rural areas. The fields of culture, education and training, health care, and environmental protection have gained a lot of results. The prevention and control of the Covid-19 epidemic has been carried out synchronously, drastically and effectively with the active participation of the whole political system. The Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee have paid attention to leading and comprehensively directing local military and defense work, meeting the requirements of national construction and defense in the new situation. From September 28 to September 30, 2022, the province has successfully deployed the rehearsal of defense zonein 2022, which has been highly appreciated by the Military Region 3. In order to continue to remove difficulties and obstacles and support Hung Yen province to develop quickly and sustainably, the Provincial Standing Committee proposed a number of issues such as: Amending the Land Law in the direction of creating favorable conditions for land acquisition and site clearance for socio-economic development projects; the determination of land prices according to market principles, empowering local authorities to decide on the conversion of rice land use purposes (no size limit) to implement investment projects using suitable rice land in accordance with the master plan and land use plan. The Ministry of Transport is requested to study and propose the competent authorities to soon guide three provinces and cities involved in the preparation, appraisal and approval of the feasibility study report of the project on compensation, support and resettlement for the investment project on the construction of Ring road No. 4 in Hanoi capital region; consider and submit to competent authorities to adjust and add seven locations of Hung Yen's inland ports to the planning of Vietnam's inland ports for the period of 2021 - 2030, with a vision to 2050...

Regarding the policies for people with meritorious services, the elderly, the protection policies for the poor who cannot work, the province has proposed the ongoing programs and projects to support housing for people with meritorious services to improve the living conditions for people with meritorious services; amendment of the Law on the Elderly and related policies so that 100% of the elderly can receive health care through health insurance, at the same time reducing the age at which the elderly are entitled to social allowances...

Speaking at the meeting, Chairman of the Provincial People's Committee Tran Quoc Van suggested that the competent authorities of the Central Government make mechanisms to support the prevention and control of the Covid-19 epidemic. The Ministry of Health is requested to strengthen coordination with relevant sectors to support localities to remove difficulties to carry out the bidding for the procurement of medical equipment, supplies and drugs. The province is focusing on implementing a number of important areas, including transport infrastructure development, urban development, administrative reform, and investment environment improvement, therefore, ministries and central branches strengthen the coordination and support the province to effectively implement the set goals.

At the working session, representatives of a number of central committees, ministries and branches responded to a number of recommendations of the province and proposed some solutions to promote socio-economic development of the province.

Speaking at the meeting, State President Nguyen Xuan Phuc praised the achievements in the socio-economic development, the construction of the Party and the province's political system in the past 9 months, especially the outstanding results in the budget revenue. State President Nguyen Xuan Phuc suggested a number of strategic solutions for the provincial leaders to focus on, such as: effectively exploiting advantages such as geographical location, human resources and market in order to promote the socio-economic development; continuing to effectively exploit the budget revenue, paying special attention to the field of trade and services; effectively exploiting famous agricultural products such as longan, lychee, honey...; focusing on attracting investment, developing industry towards modernity; developing organic agriculture, applying high technology. With many historical relics, the province needs to promote the development of cultural and historical tourism; exploit the potential to develop ecotourism. To step up the care and development of education and training; take care of people's health, research and build a care center for the elderly, continue to minimize the rate of poor households. The province should continue to perform well the work of building the Party and political system; mobilize the whole political system into action with the spirit of solidarity and determination to rise up in the realization of socio-economic development goals; focus on ensuring national defense and security.
