In order to have a legal basis to help localities deploy and speed up site clearance for the implementation of the Ring Road No. 4 construction investment project - Hanoi Capital Region, the section through the province, the Provincial People's Committee issued the Decision No. 1239/QD – UBND dated June 7, 2023 on the approval of feasibility study report for the component project 1.2: Compensation, support and resettlement in Hung Yen province under the Ring Road No. 4 construction investment project – Hanoi capital area. Accordingly, the component project 1.2 has a total investment of over VND 3,739 billion from the central budget. In which, the proposed capital in 2023 is 1,870 billion VND, and is allocated according to the project phase, specifically: From now to June 30, 2023, Van Giang district is allocated 400 billion VND, Van Lam district at 200 billion VND, Yen My district at 180 billion VND, Khoai Chau district at 29 billion VND to pay compensation and support for households; repay the land fund of 42 billion VND. In the period after June 30, 2023 to the end of December 31, 2023, the remaining funding will depend on the progress of the localities, the Department of Transport will allocate to meet the actual requirements in the implementation of the project, priority is given to localities having a pre-approved plan, at the same time paying for the units that carry out the relocation of technical infrastructure. The amount of funds will be balanced to disburse VND 1,870 billion, reaching 100% of the capital plan assigned in 2023.

Concluding the meeting, Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee requested as follows: Based on the feasibility study report of the component project 1.2 approved by the Provincial People's Committee, the districts of Van Lam, Van Giang, Khoai Chau and Yen My urgently decide to approve the overall compensation for agricultural land in the area as a basis for Hung Yen State Treasury to allow the investor as the Department of Transport to transfer funds to localities to carry out the payment of compensation and support to the People; ensure that by the end of June, the compensation and ground clearance plan of the districts must be approved by the end of June. The Department of Transport and related departments will guide the districts to apply and complete the legal documentation procedures according to regulations, the process of advance and payment according to a common form. Hung Yen State Treasury directs the State Treasury of Van Giang, Khoai Chau, Yen My and Van Lam districts to create favorable conditions and support localities to pay compensation for site clearance in the fastest way. The Department of Planning and Investment shall coordinate with localities to guide and find a location for businesses to move quickly and conveniently. The Department of Transport shall coordinate with the Office of the Provincial People's Committee to develop a detailed plan for the organization of the groundbreaking ceremony of the Ring Road No. 4 construction investment project - Hanoi Capital Region, the section through the province.
