As one of the province in the Red River delta taking the  agriculture as the primaryindustry, Hung Yen province carries the typical characteristics of the agricultural civilization. The successors created thousands of historic relics such as communal houses, temples, pagodas and folk singing,  hundreds of traditional festivals, dozens of traditional games and networks of traditional craft villages still preserved till today

Almost villages in the province possess traditional festivals. According to statistics, there are over 500 festivals absorbing the typical culture of the Northern Delta. Along with that, Hung Yen province still maintains such traditional games as dragon dancing, tug and war, cock fighting, Chinese chess in Pho hien folk cultural festivals; human chess, dragon dancing, puppetry, duck capturing in Tong Tran temple festival (Phu Cu district); wrestling, chess playing, lion dancing in Thanh Cu communal house.

Hung Yen is famous for a cradle for Trong Quan singing of the Northern delta. Hung Yen people have created traditional specialties such as Ban soy sauce, lotus seed, dried longan, Dong Tao chicken, bun thang (hot rice noodle soup). Hung Yen is the country of various renowned craft villages such as Hue Lai silver carving, Long Thuong bronze casting, Hoa Phong carpentry.

Hung Yen inhabitants also have pride of a civilization land with the tradition of study and talent acknowledgement where multiple heroes were born. During 10 decades of exams in the feudal dynasty, Hung Yen recorded total 228 people out of 2,898 people passing the exam. In the history of revolution and the process of country building and protection, the province saw the outstanding talents in all fieldshonored by the history such as Trieu Quang Phuc, Pham Ngu Lao, Nguyen Thien Thuat, Hoang Hoa Tham, Le Huu Trac. Hung Yen province was the hometown of  political activists and indomitable soldiers ausch as General Secretary Nguyen Van Linh, Le van Luong, To Hieu, Bui Thi Cuc.

Promoting the special culture tradition of the province, the party committee, the government and Hung yen people have been proactive to arouse the valuable tradition of the province and exploit effectively the potentials and strengths of the country towards the continuous renewal and development. Cultural life has changed dramatically. Cultural mechanisms from the provincial level to the grassroots level are increasingly completed, especially the communal houses of villages andresidential areas. Up till now, almost 100% of the villages and residential areas have the communal houses; various creative cultural development models appear in the grassroots levels. Preservation and enhancement of cultural heritages are paid attention. Folks performance movements grow rapidly with vivid types. Priceless traditions of culture, civilization, patriotism and revolution are maintained and promoted to become the internal strength making the great contribution to the completion of socio-economic goals, political stability, national defense and public security, material and spiritual life of the people.
