The year 2021 will pass with many difficulties and challenges, especially the Covid-19 epidemic, which has had a great impact on people's life and socio-economic development in the province. However, with the drastic, timely and synchronous leadership and direction of the Provincial Party Committee, the Provincial standing  Party Committee; Party committees and authorities at all levels; with the consensus and determination of the whole political system, business community and the people, Hung Yen province successfully organized important political events such as: solemnly held the 190th anniversary of the establishment of the province; 80 years of establishment of the Provincial Party Committee and 25 years of re-establishing Hung Yen province; received the First-class Labor Order- a noble award from the State to the Party Committee, the government and people of Hung Yen province; successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, contributing to the overall success of the national election.

Year 2021 is the first year to implement the Resolution of the 13th congress of the party, Resolution of the 19th Party committee congress of the province; plan of socio-economic development for 5 years from 2021 to 2025. Total GRDP grew 6.52% (GDP of the whole economy increases 2.85%). While the agriculture and fishery section

(up 2.83%) and service section (up 3.68%) saw a slight increase, industry and construction section rose dramatically at 8.68%, compared to 2020. Economic mechanisms move towards industry. Exports accounts for USD 5,167 million, up 14.8%.

Total product in the province in 2021 at the current price is estimated at VND 112,306 billion (ranked 16th out of 63 provinces and citiesnationwide); GRDP per capita is VND87.4 million. The provincial state budget continues to be restructured towards the safer and more sustainable way. Total state budget revenue in the area reached over VND 19 trillion, up 40% compared to the estimation and 15.3% compared to the same period in 2020.

The results of economic restructuring achieved many positive results. Industry continues to develop towards clean model, application of high technology; export products and participation in the global supply chain and value chain. Agricultural production continued to be restructured in association with the construction of enhanced new style rural areas and the model of new style rural areas. Agriculture develops in the direction of commodity production, concentration, associated with the market and agriculture with high technology, productivity, efficiency, quality and safety for the environment and consumers' health.

Year 2021 has attracted and accelerated the implementation of various large domestic and foreign investment projects, gradually forming socio-economic infrastructure works, especially traffic infrastructure, new urban areas and synchronous and modern industry parks. In 2021, the whole province attracts 69 new projects, including many large-scale projects with a total registered capital of over USD 3 billion. There are 1,323 newly established enterprises with the total registered capital of VND22,239 billion. Year 2021, the province offered new jobs for 23,500 laborers.

In 2021, the Covid-19 pandemic is complicated and unpredictable, seriously affecting the people's life and socio-economic activities. In order to ensure the dual goals of pandemic prevention and control and economic development, Hung Yen province and the whole country transformed the strategy of epidemic prevention and control from Zero Covid to safe and flexible adaptation.Before the Resolution 128 of the Government, Hung Yen province was the safe zone (green zone). By 2021, Hung Yen is still at the pandemic risk of grade 2.

The province has promptly implemented the support policies of the Central and the province to those who are affected by the Covid-19 pandemic. In particular, the province has mobilized benefactors, businesses and organizations to donate over VND130 billion in cash and nearly 300 billion VND in kind, equipment for pandemic control and prevention; support poor and near-poor households with over 700 tons of rice and billions of VND for other groups, including Hung Yen people living in the South affected by the Covid-19 epidemic. The above support policies have been effectively implemented, which helps to maintain social security, mitigate the impact of the Covid-19 pandemic in the area, stabilize lives of people and businesses, and at the same time reduce the poverty rate to 1.32% (the 2021-2025 poverty line is 2.55%).

The socio-economic achievements of Hung Yen province shows the dynamism, creativity and ability to overcome difficulties, flexibly adapt to the new normal situations of the province. This is the result of united solidarity, determination, sacrifice and devotion of people and soldiers under the glorious leadership of the Party committee, fierce instruction of the Government and participation of the whole political system.
 

Along with promoting socio-economic development, in 2021, local military and defense work were enhanced; political security, social order and safety were maintained; law violations, crimes and social evils were handled resolutely and gradually repelled, contributing to more stable, safer and favorable environment for the people's life and economic development.

Regarding the Party building work, in 2021, the Provincial Party Committee, Provincial Standing Committee and Party Committees at all levels throughout the province have focused on leading and directing the implementation and detailing of the Resolution and practical action plan on implementing the Resolution of the 13th Party Congress and the 19th Provincial Party Congress; building and promulgating 14 programs, 17 resolutions, 235 conclusions, 09 directives, 50 plans; at the same time, organizing preliminary and final review conferences of 41 resolutions, conclusions and directives of the Central Government.

Building and rectification of the Party and the whole political system is fostered in terms of politics, ideology, morality, organization and cadres. Thereby, all levels of the Party committees, officials and the party members have had a positive change in both awareness and action and the leadership capacity. Solidarity,democracy in the Party and the whole political system are maintained.

Building governments at all levels with integrity and creativity taking the People as the goal and driving force for development to achieve positive results; administrative reform is promoted; discipline, civil service discipline and state management are strengthened; building e-government, digital government is interested in deploying; training, fostering and improving political ideology, quality, ethics, capacity and qualifications for interested cadres and party members in order to better meet the requirements of performing tasks in the new situation .

The provincial Party committee always pays attention to consolidate and enhance the quality and qualification of the Party committees, public employees and Party membersat all levels; continue to renew and rearrange the political organization structure attached with the downsizing of payroll according to the policies and guidelines of the Central government. The examination, observation and discipline of the Party; corruption prevention and control are concentrated on, which promotes the regulations and discipline of the Party. Therefore, multiple limitations, drawbacks and violations of the Party committees, the Party organizations and the party members are recognized and rectified timely.

The mass mobilization and activities of the Fatherland Front committee continued to be renewed and improved in effectiveness, closely following and orienting towards the grassroots to promptly grasp the thoughts and aspirations of the People; taking care of the people's life; solving problems right from the ground up; encouraging Party members, public employees, civil servants and people to actively participate in and respond to patriotic emulation movements; promoting the role of supervision, social criticism and actively participate in building the Party and the government

Year 2022 is the second year of implementing the Resolution of the 19th Provincial Party Congress and the 5-year plan on socio-economic development (period 2021 - 2025). Facing multiple opportunities, challenges, advantages, and difficulties, thanks to the cultural tradition, glorious history, heroic revolution of Hung Yen army and people throughout its 190-year history, leadership experience of Hung Yen Provincial Party Committee over 80 years of construction and growth; achievements of innovation and development of 25 years of re-establishment of Hung Yen province, the political system and the whole people and army of our province must make great efforts and greater determination, promote the sense of responsibility, solidarity with the will to overcome difficulties and challenges, shortcomings and weaknesses to bring Hung Yen firmly forward on the path of renewal and development. In 2022, the entire Party Committee, political system and people of Hung Yen need to focus on implementing the following key tasks and solutions:

Firstly, to continue dissemination, thoroughly grasp and synchronously and effectively implement the Resolution of the 13th Party Congress and the Resolutions of Party Congresses at all levels for the 2020-2025 term, especially the plans, programs, schemes and resolutions and conclusions of the Central Committee and the Provincial Party Executive Committee whichdetail the Resolution of the 13th Party Congress and the Resolution of the 19th Provincial Party Congress. At the same time, to implement seriously and drastically5 tasks that General Secretary Nguyen Phu Trong has directed at the celebration of 190 years of establishment of the province, 80 years of establishment of the provincial Party Committee and 25 years of re-establishment of Hung Yen province.

Secondly, to focus on successful implementation of socio-economic development tasks in the context of safe, flexible adaptation and effective control of the Covid-19 pandemic; strive to achieve GRDP growth rate at over 7%, state budget revenue in the area reached VND 19,525 billion. To promote investment attraction on the basis of prioritizing the synchronous implementation of solutions to improve the business environment, enhance provincial competitiveness, remove difficulties in investment and production. To prioritize investment in the development of a synchronous and modern socio-economic infrastructure system. To complete, submit and issue the strategy of development and planning of the province by 2030 with the vision to 2045.

Thirdly, to focus on implementing drastic and effective solutions to prevent and control the Covid-19 pandemic according to the guidelines and direction of the Central Government, especially Resolution No. 128/NQ-CP dated October 11, 2021 of the Government promulgating the temporary regulation on "Safe adaption, flexible and, effective control of the Covid-19 pandemic" to effectively perform the task of both preventing and controlling the Covid-19 outbreak, while still recovering and developing society and economy.

Fourth, to promote and create positive changes in the construction and rectification of the Party, resolutely prevent, repel and strictly punish and party members who have violated political ideology, morality, and lifestyle, and have shown the symptoms of "self-evolution" and "self-transformation" according to the Resolution of the Resolution of the 4th Central Committee of the 12th term. To improve the leadership capacity, combat strength of the party's grassroots organizations and the quality of the contingent of cadres and party members. To strengthen the renovation and organizational arrangement of the political system in association with the downsizing of payroll and restructuring of the contingent of cadres, civil servants and public employees; to concentrate on quality of cadres well deploy the mobilization, rotation and consolidation of the leader team at all levels in association with the implementation of the planning, training and to prepare leaders for the 2025-2030 term.

Fifth, to strengthen the inspection, supervision and discipline of the Party in parallel with strengthening the role, leadership capacity and discipline of the Party Committee, focusing on compliance with policies and guidelines of the Party, the laws of the State; to uphold the principles of Party organization in association with corruption prevention and control.

Sixth, to consolidate and promote the strength of great solidarity in the Party, political system, entire people and army; to arouse the aspiration to develop Hung Yen which is "more thriving and more peaceful" as the wish of General Secretary Nguyen Phu Trong at the celebration of 190th Anniversary of the establishment of the province, 80 years of establishment of the Provincial Party Committee and 25 years of re-establishment Hung Yen province.

With solidarity, consensus and high determination, Hung Yen will successfully implement all the goals and tasks set out for 2022.
