Provincial People's Committee Discusses Decentralization of Socio-Economic Management, Revenue Sources and Spending Tasks
On the morning of August 18, Nguyen Le Huy, Member of the Standing Board of the Provincial Party Committee and Standing Vice Chairman of the Provincial People's Committee, chaired a meeting of the Provincial People's Committee to hear the Department of Finance report on a number of matters related to regulations on the decentralization of socio-economic management; the decentralization of revenue sources and spending tasks; and economic-technical norms and prices of public non-business services funded by the state budget. Also attending were Vu Kim Cu, Member of the Standing Board of the Provincial Party Committee and Head of the Management Board of the Provincial Economic Zone and Industrial Parks, along with leaders of provincial departments, sectors and units.

At the meeting, a representative of the Department of Finance reported on the process of reviewing and preparing the dossier of the draft Resolution of the Provincial People's Council on the decentralization of revenue sources and spending tasks and the percentage (%) of revenue sharing among budget levels of Hung Yen Province from 2027; the draft regulation on the decentralization of state management of socio-economic development tasks in the province; and the draft economic-technical norms and prices of public non-business services funded by the state budget in the province. Delegates then focused on discussing and giving specific opinions on each matter.

Speaking at the meeting, the Standing Vice Chairman of the Provincial People's Committee assigned the Department of Finance to coordinate with departments and sectors to continue reviewing and finalizing the assigned tasks, ensuring strict compliance with the direction of the Provincial People's Committee, consistency with the actual situation and conformity with regulations. He basically agreed with the dossier of the draft Resolution of the Provincial People's Council on the decentralization of revenue sources and spending tasks and the percentage (%) of revenue sharing among budget levels of Hung Yen Province from 2027, and asked the Department of Finance to coordinate with relevant departments and sectors to complete the procedures and report to the Provincial People's Committee for submission to the competent authority in accordance with regulations.

Regarding the decentralization of socio-economic management, he requested the Department of Finance to coordinate with relevant departments, sectors and units, based on their assigned functions and tasks, to continue reviewing, reporting and proposing matters under the authority of the provincial-level People's Committee to be decentralized to commune-level People's Committees for the sectors, fields and areas under their management in accordance with regulations. He also asked the department to continue coordinating with the Department of Justice and relevant units to study and advise the Provincial People's Committee on a plan to decentralize management authority over socio-economic fields in the province as directed by the Provincial People's Committee, ensuring the progress and quality of the work and strict compliance with the law.
Regarding the dossier on developing economic-technical norms and prices of public non-business services funded by the state budget in the province, the Standing Vice Chairman of the Provincial People's Committee requested departments and sectors, in line with their assigned functions and tasks, to review and compile a list of the public services under their management. On that basis, and in accordance with current laws and the direction of relevant central ministries and sectors, they are to develop economic-technical norms, consult central ministries and sectors (if necessary), and send their reports to the Department of Finance for consolidation and reporting to the Provincial People's Committee.
Also at the meeting, the Standing Vice Chairman of the Provincial People's Committee heard and gave opinions on the plan for calculating the starting price for auctioning commercial and service land use rights where the State leases land with a one-off payment for the entire lease period (a land plot in Hoan Long commune).
