On July 4th, the Provincial People's Committee held a conference to evaluate the results of the implementation and operation of the two-tiered local government system. The conference was held online, connecting the Provincial People's Committee headquarters to 104 communes and wards across the province. Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the conference. Attending the conference were the Vice Chairmen of the Provincial People's Committee; representatives from provincial departments and agencies; and other officials.

According to a report from the Department of Internal Affairs, from July 1, 2025, 104 communes and wards in the province will operate under a two-tiered local government model. Following directives from the Central Government and the Provincial Party Committee, the communes and wards have developed personnel plans for the committees under the People's Council; specialized departments and public service units under the People's Committee of the commune, with a total of 4,672 cadres, civil servants, public employees, and workers. Essentially, the specialized agencies under the People's Council and People's Committee at the commune level have stabilized the arrangement of necessary facilities and equipment, ensuring operation from July 1st. The tasks have been carried out in accordance with the regulations and guidelines of the Central Government and the province.

However, localities still face some difficulties and obstacles regarding infrastructure, such as: the working offices of the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee in some communes are located far apart, causing difficulties in reporting and exchanging information; the offices of the Public Administrative Service Center do not have sufficient space; and the equipment serving the work is basically old and does not meet the requirements and tasks. Furthermore, the two-tiered local government model is a new model, requiring simultaneous implementation and evaluation to learn from experience; the quality of commune officials and civil servants is uneven, requiring time for familiarization, adaptation, and appropriate task assignment; some tasks transferred from the district level to the commune level have not been clearly defined, easily leading to shirking of responsibility or delays in work progress; some administrative procedures have not been simplified, especially in areas related to land, construction, and civil registration…

Delivering a directive speech at the conference, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized: The transition to a two-tiered local government model is a major step in the organization of the administrative apparatus. Therefore, departments, agencies, and localities need to quickly stabilize their organizations, assign specific and clear tasks, and ensure smooth and effective operation from the very beginning; absolutely no disruption or impact on the rights of citizens and businesses. In particular, it is necessary to ensure the stable and continuous operation of the Public Administrative Service Centers of the province and communes/wards, creating the most favorable conditions for resolving administrative procedures for citizens and businesses.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested that all departments, agencies, and localities in the province continue to proactively review and accelerate administrative procedure reforms, resolving outstanding issues in personnel, assets, offices, finance, and information technology systems… Closely following directives, coordinating closely, flexibly, and promptly resolving issues arising from practice to effectively operate the two-tiered local government model.

Regarding the task of promoting economic growth, the Chairman of the Provincial People's Committee requested that departments, agencies, and localities base their plans and specific solutions on the socio-economic results of the first six months of the year to achieve the growth targets for 2025 and the subsequent period.
