Speaking to kick off the conference, Mr. Tran Quoc Toan, Deputy Permanent Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said: On June 10, 2024, the Prime Minister issued Decision No. 489/QD-TTg approving the master plan of Hung Yen province for the period 2021-2030, with a vision to 2050 (Provincial Master plan). The conference on the province's master plan announcement and investment promotion has a special meaning to Hung Yen province, aiming at informing agencies, organizations, enterprises, investors, and all cadres, party members, and people of the primary contents of the Provincial Master plan, especially the system of viewpoints, goals, development directions, intends to organize economic, social, defense and security activities and technical and specialized planning plans to develop Hung Yen province quickly and sustainably and become a modern industrial province, belonging to the strong development group, with economic scale and development pace in the leading group of the country by 2030 and becoming a municipality by 2050. 

Prime Minister Pham Minh Chinh and Minister of Planning and Investment Nguyen Chi Dung presented the decision approving the Master plan of Hung Yen province for the period 2021 - 2030, with a vision to 2050, and offered flowers to congratulate the province.

The conference is also an opportunity for the Hung Yen province to introduce its potential, advantages, and attraction orientation to investors and the business community and grant investment policy decisions and registration certificates to several investment projects. By promoting the strength of great solidarity and unity, constantly innovating and mobilizing all resources with a spirit of high determination, great effort, steadfastness, and perseverance, the Party Committee, the Government, and the people of Hung Yen province will successfully implement the master plan of Hung Yen province for the period 2021-2030, with a vision to 2050.

The provincial master plan sets out the general goal that by 2030, Hung Yen province will develop rapidly and sustainably, becoming a modern industrial province with an economic scale and development level among the leading groups in the country with a synchronous and modern economic and social infrastructure system, industry among the strong development group in the country, sustainable development following the green transformation trend based on the development of a circular economy and green economy; the society developing in harmony with nature; the cultural identity being preserved and promoted; the people's material and spiritual life being improved; national defense and political security, social order and safety being ensured. Specific goals: GRDP growth rate is about 9.0% per year from 2021 to 2030; GRDP per capita by 2030 will reach VND 278 million; total social investment capital in the period of 2021-2030 will reach about VND 700 trillion; the export turnover of goods will reach about USD 12 - 13 billion by 2030, the growth rate will increase by 8.5 - 9.0% per year in the period of 2021 - 2030; the urbanization rate by 2030 will range from 60% to 65% and about 80% by 2050; the digital economy accounts for 35% of GRDP.

In the vision to 2050, Hung Yen province will become a municipality, a smart city that is beautiful, civilized, and imbued with the cultural identity, promoting fully the core values of the ancient Pho Hien culture, becoming a livable city in Red River Delta, having a synchronized and modern infrastructure system, and becoming the center connecting localities in the region and the country. Activities of defense and security, social order, and safety are ensured; people lead prosperous lives.

Prime minister Pham Minh Chinh speaks to give directions at the conference

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: The approved master plan of Hung Yen province was concretized Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development, ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045; demonstrated the aspiration of the Party Committee, the Government and people of Hung Yen province in realizing the goal by 2030 to become a modern industrial province, with the economic scale and development level among the leading group in the country. By 2050, Hung Yen is anticipated to become a municipality, a smart, beautiful, civilized city, rich in cultural identity, fully promoting the core values of the ancient Pho Hien culture, a livable place in the Red River Delta region.

The Prime Minister expressed his joy and acknowledged the outstanding results of Hung Yen province, which demonstrated the province's spirit of walking the talk and doing as commitment; thereby, creating trust between the Party, the State and Hung Yen province, and trust between investors in Hung Yen. Thanks to the traffic connection, Hung Yen province is closer to Hanoi than some areas.

Emphasizing the importance of planning, the Prime Minister requested that leaders at all levels innovate and have a strategic vision to exploit strengths to the fullest and have solutions to overcome difficulties; planning should be closely linked to reality, paying attention to global issues and taking connectivity as the foundation for development; the province should put people as the goal, have innovative thinking, mobilize all resources, ensure sustainability, and be consistent with the general development trend. Five important tasks in implementing planning need to be focused on in the coming time, namely building programs and investment attraction portfolios; mobilizing social resources; having a long-term, strategic vision; paying attention to urban planning and rural planning; maximizing human, natural, social, scientific and technological resources.

The Prime Minister requested that the province mobilize resources to implement Provincial Planning; boost the investment in human development and connection between Hung Yen province and regions; accelerate strategic infrastructure development; develop high-quality industries and services; and develop scientific and technological applications. To obtain goals in the Provincial master plan, Hung Yen province should focus on the following tasks: closely comply with the Party's policies and the State's law; actively improve the investment environment; mobilize resources; optimize investment; boost the digital transformation; transform the economy to the green, sustainable orientation; develop culture and society comprehensively; pay attention to the Party building and communication.

The Prime Minister also requested that central ministries and sectors regularly pay attention to monitoring, urging, and supporting Hung Yen in implementing the provincial master plan in the future. Investors need to build a long-term business-service strategy according to the planning, always accompanying the province's sustainable development. Hung Yen province needs to listen, understand, and accompany businesses. 

The Prime Minister hopes and believes that with the efforts of the Party Committee, the Government, and the people of the whole province, Hung Yen will develop rapidly, sustainably, modernly, and rise to the top of the country. The success of this conference will be the beginning, inspiring the effective implementation of the Provincial Master plan.

Speaking to receive the Prime Minister's direction, Secretary of the Provincial Party Committee Nguyen Huu Nghia respectfully thanked and received the Prime Minister's direction. At the same time, he requested that Party committees at all levels, authorities at all levels, departments, branches, unions, agencies and units in the province focus on promoting propaganda, disseminating widely, publicly and transparently the entire Provincial master plan along with the system of lists of planning diagrams and maps so that all levels, branches, cadres, party members, civil servants, public employees, workers, business community and people of all walks of life know and implement; mobilize all resources, exploit all potentials and strengths of the province, especially human values, cultural traditions, glorious history and heroic revolution of Hung Yen homeland; urgently direct the development and submit to the Prime Minister for promulgation of a plan to implement the Provincial master plan with specific tasks and solutions; actively innovate and improve the effectiveness of leadership, management and administration of provincial development in accordance with the Provincial master plan.

At the conference, 24 investors were granted the investment policy approval decisions and project investment registration certificates, with a total investment capital of USD 763 million and nearly VND 10 trillion. Through investment promotion activities, the province introduced to domestic and foreign enterprises and investors a list of priority projects calling for investment with the hope that more domestic and international strategic investors would be interested and choose to invest in the province.

Delegates attend the inauguration ceremony of the construction project of the road connecting Hanoi- Hai Phong expressway with Cau Gie- Ninh Binh expressway (phase 2).

The Project has the starting point at the intersection between National Highway 39 and Hanoi - Hai Phong Expressway (in Ly Thuong Kiet Commune, Yen My District), and the ending point at the Liem Tuyen intersection of the Cau Gie - Ninh Binh Expressway (in Liem Tuyen Commune, Thanh Liem District, Ha Nam Province). The section through Hung Yen Province is 23.8 km long. The Project passes through 20 communes of 6 districts in the province. The Project's investment implementation is divided into 2 phases: Phase 1 with the investment in a scale of 2 lanes, with the 12-meter wide roadbed, and the 11-meter wide road surface belonging to a traffic project level II, starting in August 2011 and completing in 2019; Phase 2 with the investment in an expansion with a scale of 4 lanes for motor vehicles, starting in November 2021 and completing in October 2023. The total investment capital for both phases is nearly VND 1.8 trillion, of which the investment capital of Phase 2 is more than VND 700 billion.

The road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway has been planned as Hung Yen - Thai Binh Expressway section (CT16) according to Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister approving the road network for the period 2021-2030 and vision to 2050.

The Project to build a side road of the road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway has its starting point at the intersection with the branch leading to Hanoi - Hai Phong Expressway toll station (in Ly Thuong Kiet commune, Yen My district) and the ending point intersecting with National Highway 38B (in Trung Nghia commune, Hung Yen city) approved by the Provincial People's Committee in Decision No. 1228/QD-UBND dated May 27, 2021. The Project has a total investment of more than VND 1.4 trillion and belongs to the traffic project level II, invested with a scale of 2 lanes for motor vehicles on each side of the route with an 11-meter wide cross-section and a length of 19.68km. The contractor has actively implemented this Project, proactively mobilizing machinery, equipment, and workers and working overtime to speed up the implementation progress, shortening the project implementation time by 8 months.

The construction of the road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway will contribute to connecting traffic between Hanoi - Hai Phong Expressway, National Highway 38, National Highway 38B, National Highway 39, and the Cau Gie - Ninh Binh Expressway. At the same time, it will improve the exploitation capacity of the two expressways, reduce traffic through National Highway 5, National Highway 1, and the gateway into Hanoi, and promote the socio-economic development of the provinces and cities in the Northern critical economic region, including Hung Yen province.

Speaking at the ceremony, Prime Minister Pham Minh Chinh acknowledged and commended Hung Yen province's efforts in implementing the road project connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway and the side road construction project of the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway. He affirmed the importance of developing transport infrastructure to promote socio-economic development. The completion and operation of the road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway not only reduces pressure on many routes, such as National Highway 39, National Highway 1, National Highway 5, but also contributes to implementing 3 strategic breakthroughs, enhancing innovative thinking, strategic vision of the province in traffic development, regional connectivity, national connectivity, expanding new development space, increasing added value of lands, opening up new urban, industrial and service areas, reducing logistics costs, increasing the competitiveness of goods, contributing to the sustainable and long-term growth of the province and the region.Citing the importance of transport infrastructure development in some countries, the Prime Minister said that the province of Hung Yen needed to develop transport infrastructure to promote its advantages. At the same time, he requested that agencies carry out the procedures for payment, maintenance, and exploitation of the new development space developed from the Project and the development of industrial parks, service areas, etc. The Prime Minister said that based on sound planning, there would be good projects; good projects would have good investors, and good investors would generate efficiency.

In response to the proposal of the province and the contractor, Prime Minister Pham Minh Chinh requested the Ministry of Transport to upgrade the route into the expressway soon and assigned relevant ministries and sectors to coordinate with Hung Yen province to complete the upgrade of the route into an expressway by the end of 2025.

Speaking to receive the Prime Minister's direction, Secretary of the Provincial Party Committee Nguyen Huu Nghia thanked the Government, ministries, and sectors for their recent attention to the province's socio-economic development, including investment in developing transport infrastructure. The Secretary of the Provincial Party Committee affirmed that the Project of the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway and the Project of building the side road of the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway were completed ahead of schedule, demonstrating the determination of all levels and sectors of Hung Yen province and efforts of the investor and the construction units. The Secretary of the Provincial Party Committee said that the province would put the Project into good operation, contributing to promoting the province's socio-economic development.

According to the report on the project implementation status presented by Comrade Nguyen Le Huy, Member of the Provincial Standing Party Committee, Permanent Deputy Chairman of the Provincial People's Committee at the groundbreaking ceremony, Tan Phuc - Vong Phan road project is a crucial traffic project of the province; a type of traffic project level II. The investment scale: The main route includes 2 parallel roads at the plain road scale of level III; the design speed of 80km/h; the branch line connecting the approach road to La Tien bridge and the branch at the beginning of the route connecting with National Highway 38 of the plain road level II, according to TCVN 4054:2005.

The Project has a total investment of nearly VND 3 trillion, with a total length of about 29.2km. The Project is invested to complete the traffic infrastructure of Hung Yen province in particular, and the region in general according to the approved planning. The Project is a breakthrough in developing the traffic infrastructure according to the Resolution of the 19th Hung Yen Provincial Party Congress. Up to now, the Project has basically completed the site clearance of the agricultural land and the public land; the site clearance of the residential and cemetery land is being implemented. The recovered land handed over to the investor reaches 156.36 hectares out of 175.6 hectares.

To successfully implement the Project, the Provincial People's Committee continues to direct implementation of the following tasks. The People's Committee of An Thi district, Tien Lu district, Phu Cu district continue to do the remaining volume of the site clearance work drastically. Contractors, supervision consultants, and project management consultants focus on mobilizing the most modern machinery and equipment, selecting the most experienced human resources to implement the Project, and ensuring the construction progress and completion before September 30, 2025.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh said that Tan Phuc - Vong Phan road project, when completed, would help An Thi, Tien Lu, and Phu Cu districts "go last and arrive first", and at the same time, help Hung Yen province develop comprehensively, and facilitate the economic connection from Hung Yen to provinces and cities in the Red River Delta region. He commended the localities for doing an excellent job in site clearance.

 Prime Minister Pham Minh Chinh also suggested some content on creating landscapes for the Project, ensuring harmony with nature. To contractors, it is necessary to focus on providing progress along with quality; at the same time, protecting the environment and saving resources is essential. The Party Committee and authorities of Hung Yen province need to closely coordinate with contractors to regularly urge, encourage, share, inspect the implementation, and immediately resolve any difficulties.

With the current exciting atmosphere, the Prime Minister requested Hung Yen province to maintain the development momentum, mobilize the participation of the entire political system, and focus on completing Tan Phuc - Vong Phan Road Project on schedule, creating momentum for the province to develop quickly and sustainably.

The province is determined to invest in this Project, ensuring quality and progress, primarily focusing on coordinating with contractors, achieving the set goals and timelines, and completing the site clearance work before September 30.On this occasion, Prime Minister Pham Minh Chinh presented gifts to the investor, the construction unit, and the workers of the Project.
