Accordingly, Van Giang urban area has been approved for planning to be an economic center, an important traffic and exchange hub of the Hanoi Capital region, the Northern key economic region, and the Red River Delta region. water with the planning area including the entire natural area of ​​Van Giang district (over 7.1 thousand hectares). The population is expected to reach 363 thousand people towards 2040. The land for urban construction towards 2040 is projected at 5.657 hectares.

Mr. Cao Quang Hung, Director of Department of Construction said that in order to satisfy the demand for socio-economic development in the province, the Department consulted the provincial people's committee about directing the People's committees of localities to related departments and sectors to make, appraise and approve the construction planning of provincial zone, district zone, and general planning of urban area construction, planning of subdivision and detailed planning of functional zones in the urban areas. In 2012, the Provincial People's Committee issued Decision No. 268/QD-UBND approving the construction planning of Hung Yen province, determining the scale of spatial development to 2030 and vision to 2050. building the provincial area, the urban network in the province is oriented to develop according to key areas and takes the core as the core urban areas as the basis for development.

Up to now, Hung Yen province has completed the work of elaboration, appraisal and approval of construction plannings in the province, district and urban areas in accordance with the provisions of the Law on Construction and the Law on Urban Planning. Pursuant to the provisions of the 2017 Planning Law, the Provincial People's Committee has assigned the Department of Planning and Investment to organize the formulation of the Hung Yen Provincial Plan for the period 2021-2030, with a vision to 2050, and submit it to competent authorities for appraisal.

In 2022, the Provincial people's committee approved the program of urban area development in Hung Yen province for the 2021-2030 period, with the vision to 2030. The short-term objective to 2025 is expected that the urbanization rate will reach over 48%, and that until 2030 will be 60%. Regarding the urban scale to 2030, the whole province is projected to have 19 urban areas, of which Hung Yen city meets the criteria of the class- 1 urban area; My Hao town is certified as the class- 2 urban area (expected to form My Hao city); two class- 3 urban areas are Van Giang urban area (expected to establish Van Giang town) and Van Lam urban area (expected to establish Van Lam town). There are also 7 class-4 urban areas and 8 new class-5 urban areas across the districts.
