With the guidance of the Government and the Prime Minister, ministries, branches and localities have implemented synchronously and effectively the objectives, tasks and solutions of the Party, the National Assembly and the Government to implement the Socio-Economic Development Plan and State budget estimates in 2019; thus, the first 6 months of the year maintained a positive growth momentum with the estimated GDP growth rate of 6.76%. Macro economy is stable; inflation is controlled at a low level; liquidity of financial and monetary markets is guaranteed; credit grows well, focusing on production and business. State budget expenditure basically meets requirements. Total state budget revenue reached over VND 745 trillion, up 13% compared to the same period in 2018.

The momentum for economic growth in the first 6 months of the year has been supported on both supply and demand, in which individual consumption grew sharply; industry, processing, manufacturing, services and agriculture have continuously developed. Total retail sales of goods and services and international arrivals to Vietnam have both increased. Export reached USD 122.4 billion, trade surplus reached USD 1.6 billion. In the first 6 months of 2019, the whole country had nearly 67,000 newly established businesses, up 31.4% compared to the same period in 2018.

Speaking at the conference, Prime Minister Nguyen Xuan Phuc emphasized that year 2019 is determined by the Government to be a breakthrough year to accomplish the objectives and tasks of the 5-year socio-economic development plan of the period 2016 – 2020. Thus, ministries, branches, agencies, units and localities should focus on overcoming the shortcomings and limitations; stay dynamic, take drastic actions and synchronous implementation of tasks and major solutions of Socio-Economic Development Plan 2019. In particular, promote field restructuring, improve the quality of growth; continue operating monetary policy proactively, flexibly and prudently; control inflation and credit growth to meet production and business development requirements; improve the results of international trade expansion activities, promote export activities, enhance trade promotion, seek and expand commodity export markets; urgently review and eliminate unnecessary business procedures, do administrative procedure reform; strictly handle cases of harassment, causing difficulties and troubles to enterprises in order to create favorable conditions for enterprises.

In the field of agriculture, the Prime Minister requested for measures to control epidemics in cattle and poultry and stabilize production; to concentrate resources to prevent the spread of African swine fever, and at the same time; to provide enough breeds after fully restraining the epidemic; to implement crop restructuring associated with the market.

In addition, all levels and sectors need to effectively implement social welfare, labor and employment policies; strengthen the work of ensuring traffic order and safety, environmental protection and fire and explosion prevention and fighting; take effective measures to prevent school violence and child abuse.

With determination to build the Government of "Discipline, integrity, dynamism, creativity, breakthrough, efficiency", Prime Minister Nguyen Xuan Phuc requested heads of ministries, branches and local governments to take high responsibility for the assigned tasks, well perform the leadership, direction and administration. The ministries, branches and localities should propose solutions to overcome shortcomings and limitations in order to make contribution to successful achievements of the socio-economic development goals in 2019.
