According to the report on socio-economic development for the first half of 2025 by Hung Yen Province, the Gross Regional Domestic Product (GRDP) increased by 9%. Total retail sales of goods and services reached 55.420 trillion VND, representing a 5.5% increase compared to the same period in 2024. Total social development investment capital reached 37.782 trillion VND, an increase of 18.5% compared to the same period in 2024.
Notably, total state budget revenue for the six-month period is estimated at 37.022 trillion VND, the highest achievement to date, with full-year projections expected to exceed 70.000 trillion VND. Total newly licensed and adjusted investment capital reached 94.568 trillion VND and 480 million USD (equivalent to 4.26 billion USD), representing the highest level ever recorded.

Regarding administrative reform, the Provincial Competitiveness Index (PCI) entered the national top 10 for the first time. In the 2024 PCI evaluation ranking, 7 out of 10 component indices of Hung Yen Province demonstrated positive growth. Specifically, improvements were recorded in market entry (+0.58 points), land access (+0.25 points), transparency (+0.37 points), time costs (+0.27 points), fair competition (+0.36 points), government dynamism (+0.02 points), and business support policies (+0.45 points).
The significant improvement in Hung Yen's investment environment demonstrates the effectiveness of the provincial government's administrative management. This factor serves as a driving force enabling Hung Yen to attract major investment capital sources, creating momentum for economic growth acceleration and contributing significantly to increased state budget revenue.
From July 1, 2025, the two-tier local government model of the new Hung Yen Province will become operational.
The new Hung Yen Province will encompass a natural area exceeding 2,514 km² with a population of over 3.56 million people. Following the reorganization, Hung Yen Province will comprise 104 commune-level administrative units, including 93 communes and 11 wards.
In 2024, Hung Yen's GRDP grew by 7.70% compared to 2023. Among Red River Delta provinces, Hung Yen ranked 7th out of 11 provinces and cities, and 27th out of 63 provinces and cities nationwide.
Hung Yen Province's GRDP scale in 2024 reached 159.84 thousand billion VND, establishing it as one of the provinces with high economic density both regionally and nationally, achieving 172 billion VND/km². Per capita GRDP reached 121.27 million VND, an increase of 8.81 million VND compared to 2023. Provincial budget revenue reached 40.47 thousand billion VND, representing a 24.75% increase compared to the same period in 2023 and achieving 123.32% of the annual plan. Economic structure continues transitioning toward increased proportions in industry, construction, and services sectors.
For Thai Binh Province, in 2024, GRDP grew by 7.01% compared to 2023; average economic growth for the 2021-2024 period increased by 1.35% compared to the national average. The province's economic scale exceeded 132.7 thousand billion VND, ranking 23rd nationally and 8th among 11 Red River Delta localities (immediately following Hung Yen Province).
The merger between Thai Binh and Hung Yen provinces represents not merely an administrative boundary change but marks a strategic turning point in development spatial organization, socio-economic structure, and regional competitiveness capacity.
