Making payment to farmers whose pigs infected with Africa swine fever

As one of the households whose pigs were destroyed due to ASF, Mr. Vu Bao Ngoc in Di Che village, Di Che commune (Tien Lu) came to receive the financial support on September 19, said: “My family often regularly raise about 150 pigs in 2 stables. At the end of April, 2019, in just one day, all 60 pigs in a barn got infected with AFS and had to be destroyed. Up to now, I have received 50% of the total amount of over VND 54 million supported by the State. This amount is a great encouragement to help my family overcome difficulties and have more capital to reinvest to continue raising animals ”.

Mr. Nguyen Duc Lang, Head of Department of Agriculture and Rural Development of Tien Lu district said that the People's Committee of Tien Lu district had decided to provide financial support the first phase for households who have suffered losses due to ASF since September 17, 2019. Accordingly, 508 households in Tien Lu having over 9,300 pigs destroyed before May 5 were paid a total amount of VND 9.6 billion. Each household received 50% of the total support. Households having pigs destroyed after the May 5 and 50% remaining will be paid in the next round.

Nguyen Van Hien's household in Tinh Linh village, Trung Nghia commune (Hung Yen city) has been raising pigs for many years, but this is the first time his family has been severely damaged by the disease. On April 20, more than 87 pigs of his family were completely destroyed in one day. Mr. Hien said: “Recently, I was supported by the State with the amount of over VND 186 million. I use this money to pay off animal feed debt”.

As one of the first two communes of the province having pigs infected with ASF, from February 1 to  August 8, 2019, Trung Nghia commune had 79 out of 120 livestock households affected by ASF; 2,253 pigs were forced to be destroyed.

Mr. Tran Dang Tuong, Deputy Chairman of the People's Committee of Trung Nghia Commune said that in order to make people understand the policy of financial support, Trung Nghia commune has publicize the  support list for households. Up to now, 66 households in the commune have received money with the total amount of over VND 4.3 billion.

On August 12, 2019, the People's Committee of Hung Yen province issued Decision No. 1849/QD-UBND on supplementing funds for prevention and control of ASF and funds (phase 1) to support the destruction of pigs infected with ASF. Accordingly, the provincial People's Committee provided additional fund to the Department of Agriculture and Rural Development and the People's Committees of districts, towns and cities with a total amount of nearly VND 203.3 billion, of which VND 200,784 billion was to support pig owners. VND 180 billion is financed by the central budget and nearly VND 23.3 billion is mobilized from the provincial budget reserve in 2019.

According to the Department of provincial animal health, from February 1 to September 19, 2019, localities in the province organized to destroy 196,587 pigs (11,149,241kg) infected with ASF at 11,091 households in 156 communes, wards and towns. By September 19, 151 communes, wards and towns in the province have announced the end of ASF.
