The highest score belongs to the Department of Planning and Investment with 417.30 points. In the category of districts and cities, Hung Yen city and Van Lam district rank “good”, the remaining districts rank “average”. Among 4 specific units that do not provide online public services, 2 units rank “good” which are the Office of Provincial People's Committee and Provincial Police. The evaluation of departments and sectors is based on basic criteria such as: Information technology infrastructure (IT); IT applications in agency activities; website; mechanisms, policies and IT application regulations; human resources for IT applications. To districts and cities, it is based on a number of other criteria such as: Policy environment; presence level; interaction level; transaction level; conversion level.
