Hung Yen Works with Japanese Enterprises on Education and Training Cooperation

On the morning of August 19, Vice Chairman of the Hung Yen Provincial People's Committee Pham Van Nghiem received and worked with SPRIX Inc. (Japan), which came to learn about the investment environment and discuss cooperation opportunities in education and training.

Vice Chairman of the Provincial People's Committee Pham Van Nghiem expressed his pleasure at welcoming representatives of SPRIX Inc. to learn about and explore cooperation opportunities in Hung Yen, and gave an overview of the province's geographical location, potential, advantages and development orientations. Hung Yen enjoys a favorable location and an increasingly synchronized transport infrastructure system, with convenient connections to the capital Hanoi, provinces and cities in the Red River Delta, and major economic centers..

In the first 6 months of 2026, the province's economy continued to maintain high growth, with GRDP increasing by 10.72%, ranking 5th out of 34 provinces and cities nationwide. Hung Yen is focusing on completing its infrastructure system, stepping up administrative reform and digital transformation, and improving the investment and business environment, creating favorable conditions to attract domestic and international enterprises and investors. The province aims for rapid and sustainable development, striving to become a centrally-governed city by 2030.

Hung Yen is a land with a tradition of learning, and its education and training sector has developed strongly and comprehensively. After the reorganization of its network, the province now has 460 public educational institutions at all levels. The network of schools and classes continues to receive investment, and facilities have been gradually improved; the quality of comprehensive education and gifted education has been raised, with many students achieving high results in competitions. The province also pays attention to and prioritizes resources for education, while focusing on building its contingent of education managers and teachers, renewing teaching methods and improving the quality of education.

In the new period, Hung Yen will continue to focus on fundamental and comprehensive renewal of education and training; step up digital transformation and the application of science, technology and artificial intelligence in management, teaching and learning; and focus on developing students' competencies, creative thinking and digital skills, linking training with the requirements of developing high-quality human resources

The province is also studying and developing model schools and STEM/STEAM classrooms, enhancing the application of technology in education and expanding international cooperation. Hung Yen is currently home to many universities, colleges and vocational education institutions, some of which already have cooperative relations with Japanese universities, educational organizations and enterprises.

Shinya Sayu, a representative of SPRIX Inc., said that SPRIX was founded in 1997 and is a comprehensive Japanese education company operating in education services and the development of educational products, content and digital learning platforms. SPRIX has developed many educational models, learning materials and digital learning platforms, including solutions for competency assessment, teaching and learning support, programming education and the application of technology in education.

The company is currently focusing on developing TOFAS (Test of Fundamental Academic Skills), an international-standard assessment of basic academic skills designed to evaluate and analyze learners' abilities, identify areas for improvement and help build suitable study plans. TOFAS has been implemented in more than 50 countries, with over 15 million test entries in total.

In Vietnam, SPRIX is gradually expanding its operations. In March 2026, the company held the TOFAS final round in Mathematics and Programming at Hanoi University of Science and Technology with 1,000 participants; the total number of student entries in the program nationwide reached about 12,000. From April 2026, the company has continued to roll out a Vietnamese-language version of TOFAS and expand its SPRIX Learning digital learning platform in Vietnam.

The two sides focused on discussing possibilities for cooperation in education and training, especially the application of digital technology in teaching and learning; the assessment and analysis of students' competencies; improving the quality of Mathematics and Programming education; developing digital platforms and learning materials; and sharing Japanese educational experience and methods.

SPRIX Inc. wishes to gain a deeper understanding of Hung Yen's education system, training needs and human resource development orientations. On that basis, it will study and propose suitable cooperation programs and models, helping to improve the quality of education and develop students' skills.

Vice Chairman of the Provincial People's Committee Pham Van Nghiem welcomed SPRIX Inc. to learn about the investment environment and cooperation in education and training. He said that the experience, solutions and educational technology platforms that SPRIX is developing could open up practical avenues of cooperation with Hung Yen, especially in assessing students' competencies, improving the quality of teaching and learning Mathematics and Programming, developing digital education and training teachers.

Hung Yen stands ready to create favorable conditions for reputable Japanese enterprises and educational organizations to explore opportunities and cooperate in the province. Through cooperation with SPRIX, the province hopes to gain access to more advanced educational methods, modern educational technology and international experience, thereby helping to improve the quality of education, develop high-quality human resources and strengthen cooperation between Hung Yen and Japanese partners

The Vice Chairman of the Provincial People's Committee assigned the Department of Education and Training to coordinate with the Office of the Provincial People's Committee to proactively discuss and work with SPRIX and carefully study the cooperation programs and models proposed by the company. On that basis, they will assess their suitability to the province's actual conditions and education development orientations, and advise the Provincial People's Committee on items that can be implemented effectively.
