Reduction in production
According to the report of the Department of Industry and Trade on industrial production in the first 4 months, while the index of industrial production in the province still maintained the growth rate, it was lower than the same period last year. Due to the impact of the Covid-19 epidemic, the production of industrial products was greatly affected, businesses had to reduce shifts and the number of employees working in workshops, resulting in reduced output.
In the past 4 months, the output of animal feed industry was only 80% of the same period last year. In particular, the disease has greatly affected the production and export activities of the textile industry in the province. Through the aggregate of the Industry and Trade sector, in the past 4 months, the textile and garment industry produced 97.1 million products, equaling 98.4% over the same period last year. Ms. Hoang Thi Thuy, General Director of Hung Phat T&M Garment Joint Stock Company (Phu Cu district), said that, during the past time, the company has operated in a moderate state, rotating workers in the form of shift stretching. Until now, we run out of the orders. In case the epidemic situation in the partner countries has not shown positive signs, the orders would not be fulfilled. The company must suspend production.
Through a report of the Provincial Management Board of Industrial Zone Authority, various businesses in industrial parks in particular and in the province in general are suffering from the negative impacts of the Covid-19 epidemic. Production activities are operated moderately because its’ impossible to import raw materials from partner countries and export orders. Meanwhile, the import of replacement materials, accessories and components from countries outside of China has been taken into account by businesses; however, the cost is high and the delivery time is slow. Most businesses are producing on orders, so the delay in delivery has occurred. Many businesses have decreased operating capacity from 30% to 50% over the same period last year. Facing this situation, businesses expect the epidemic to pass quickly to restore production soon
Mr. Hiroyuki Yamashita, General Director of Kyocera Vietnam Co., Ltd. said: The company came into operation in 2013 in Thang Long Industrial Park II, specializing in manufacturing electronic ceramic components, telecommunications equipment, and jewelry making. Currently the company creates jobs for over 1,600 employees. Covid-19 pandemic greatly affected the company's production. In order to ensure the production progress, we hope that the Government of Vietnam, the People's Committee of Hung Yen province, the Provincial Management Board of Industrial Zone Authority would create conditions for our Japanese experts of our company to be granted work permits soon.
Remove difficulties for enterprises
Implementing solutions to remove difficulties for enterprises under the direction of the Government, Ministries and central agencies, the province has soon directed branches and localities to contact enterprises to promptly grasp difficulties and problems of enterprises in the area; assist investors in completing investment procedures for projects in accordance with law to help investors quickly commence projects in order to accelerate economic growth of the province; actively coordinate with the Ministry of Planning and Investment to organize a quick survey in a number of manufacturing industries to assess the impact as a basis for consultation with the provincial People's Committee, Ministries and central agencies to find timely solutions.
Mr. Nguyen Xuan Duong, Chairman of the Provincial Business Association, said: The Association has actively coordinated with functional agencies to support businesses to maintain production and business activities, ensure workers' rights; actively restructure the apparatus; look for markets and sources of new raw materials; minimize the dependence on a sole market. The Association also suggested that the Government should adopt special supplementary policies to help small and medium sized businesses facing difficulties.
Mr. Nguyen Van Tho, Director of Department of Industry and Trade said: In order to solve difficulties and support enterprises to boost production and business, the department should focus on implementing a number of tasks and solutions such as: closely coordinate with specialized agencies and localities to promptly guide and support enterprises in implementing measures to prevent epidemics, prevent workers in the industry from being infected and affecting production and business activities; closely coordinate with departments, branches and localities to effectively implement the tasks and solutions of the Government and the province in order to support enterprises to overcome the negative impacts of Covid-19 epidemic; disburse financial support packages for people affected by Covid-19 disease to help them solve difficulties for production and business; review and evaluate the impact of the disease on the industrial production of the province as well as industrial production chains; closely coordinate with agencies of the Ministry of Industry and Trade, Departments of Industry and Trade of provinces and cities to propose measures to support, remove difficulties and orient the conversion of supply sources of raw materials and supplies for production, especially raw materials imported from China for the fields of textiles, footwear, electronics; support and connect the provincial enterprises with domestic enterprises to form new production chains which are less dependent on imported raw materials; promote trade promotion activities connecting supply and demand.
