On the afternoon of December 1st, a conference was held at the Department of Science and Technology to implement the contents of the memorandum of understanding on strategic cooperation between the People's Committee of Hung Yen province and the National Data Association. Attending the conference were: Mr. Pham Van Nghiem, Vice Chairman of the People's Committee of Hung Yen province; and Major General Nguyen Ngoc Cuong, Director of the National Data Center and Vice Chairman of the National Data Association.

Previously, on October 29, 2025, the National Data Association and the People's Committee of Hung Yen province signed a Memorandum of Understanding (MOU) on strategic cooperation to promote the development of the data economy. Immediately after the signing ceremony, expert teams from the Association and the National Data Center coordinated with departments, agencies, and units of the province to promptly implement the committed contents.

Major General Nguyen Ngoc Cuong, Director of the National Data Center and Vice President of the National Data Association, spoke at the working session.

Specifically, the team of experts from the National Data Association conducted research on existing documents and data of the province regarding population, land, agriculture, industry, logistics, education, and health; researched documents surveying the current state of data and information systems in the province; developed a draft framework for the Data Architecture of Hung Yen province; and proposed scenarios for the development of the data industry based on quantitative models, socio-economic forecasting, and advanced methodologies for innovation.

At the conference, based on the exchange and assessment of initial results, both sides agreed to continue strengthening coordination to successfully implement the key tasks outlined in the memorandum of understanding. Firstly, focusing on building a synchronized and modern Hung Yen Provincial Data Architecture Framework capable of directly connecting with the National Data Architecture Framework. Secondly, developing Hung Yen's data economy to become a leading data economy in Northern Vietnam. Thirdly, promoting data-driven innovation as the most important pillar for Hung Yen's breakthrough in the next five years.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Pham Van Nghiem emphasized: Data is considered a new resource and a core element for promoting socio-economic development. Strengthening cooperation and successfully implementing the contents of the memorandum of understanding between the Provincial People's Committee and the National Data Association will contribute to making Hung Yen a leading province in the data economy in the North.
