In the 1980s, in the face of changing world conditions, the planned economic management mechanism revealed weaknesses, requiring innovation. The Resolution of the 6th Party Congress created a historic turning point for the whole country. To put the Party's innovation policy into practice, Hung Yen Provincial Party Committee directed Party committees at all levels to organize for cadres and Party members to study and research Congress documents, and develop appropriate action programs to lead and successfully implement three major economic programs: Food - foodstuff, consumer goods and export goods.Under the leadership of the Provincial Party Committee, the management of all levels of government, and the efforts of the people in the province, important results have been achieved in the economic and social fields. In 1997, after re-establishing the province, identifying its strengths in location and abundant human resources, Hung Yen focused on creating breakthroughs in industrial development, implementing policies to attract investment in industry and services, creating conditions for domestic and foreign enterprises to invest in production and business. In 2017, Hung Yen province was able to balance its state budget, contributing a part to the central state budget.By the end of 2020, Hung Yen had built a relatively synchronous socio-economic foundation; the economy grew quite rapidly and higher than the national average; and was recognized as a province that completed the task of building new rural areas.

 

Implementing the resolution of the 19th Provincial Party Congress, term 2020 - 2025, with high political determination, Hung Yen has quite comprehensively completed political tasks, socio-economic development, creating outstanding marks to help the province accelerate to realize the aspiration for comprehensive development.Up to now, the province's economic structure continues to shift strongly towards industry and services, with industry and construction accounting for 64.08%; services accounting for 22.24%; product tax minus product subsidies accounting for 6.25%; agriculture and fisheries accounting for 7.43%. The province's major economic balances and potentials continue to be firmly consolidated. State budget revenue in 2024 reached VND 40,114 billion, reaching 122.2% of the estimate, up 23.6% compared to 2023; estimated implementation in the first 6 months of 2025 reached more than VND 37,022 billion, reaching 82.41% of the assigned estimate. Making a breakthrough in attracting investment in accordance with the province's planning, Hung Yen continues to prioritize projects using modern, environmentally friendly technology, saving resources and energy, ensuring harmony between economic benefits and solving social problems and making many contributions to the provincial state budget.

 

Hung Yen has made great efforts in administrative reform, shortening the time to handle administrative procedures that directly affect the interests of enterprises; creating an open, public, transparent, and equal investment and business environment... Thanks to that, up to now, the province has attracted 664 FDI projects with registered capital of over 9.23 billion USD.

The province has 10 industrial parks (IPs) in operation with basically synchronous infrastructure; 24 industrial clusters (ICs) have been established by the Provincial People's Committee. Up to now, the province's transportation network has become increasingly spacious, innovative, and highly connected with a complete planning including: 4 expressways, beltways, 27 provincial roads... creating favorable conditions for attracting investment, contributing to the overall socio-economic development of the whole province, creating new development space. In 2024, the whole province will invest in more than 432 km of roads at all levels, contributing to the construction of advanced new rural areas and model new rural areas at commune and district levels. Currently, many key roads in the province are being focused on construction with positive progress such as: The project to build a road along the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway; the investment project to build Ring Road 4 - Hanoi Capital Region; Tan Phuc - Vong Phan road project...

 

Along with making breakthroughs in economic development, attracting investment, and developing infrastructure, the province always pays attention to implementing social security work well, improving the material and spiritual life of the people. Identifying the Program to eliminate temporary and dilapidated houses as an important political task, the province has promptly completed the support for building and repairing 1,367 new houses, ensuring that no households in the province have to live in dilapidated and unsafe houses. Along with that, the province is studying to increase the subsidy level for the elderly without pension, monthly social insurance subsidy and other monthly social subsidies, exempting tuition fees for preschool children and primary school students, which is supported and highly appreciated by the people...

Now, although I am old, I still follow the development of my homeland. Witnessing Hung Yen today striving to integrate and develop, modern and solid high-rise buildings, new rural roads lined with green trees, the appearance of the countryside changing every day... I am extremely proud.

From July 1, 2025, Hung Yen province will merge with Thai Binh province to form the new Hung Yen province and officially come into operation. This merger is expected to open up new opportunities and development space with many potentials and advantages for the development of the region and the whole country. It is believed that, with careful preparation in all aspects to form a new growth pole, under the leadership of the Provincial Party Committee, cadres, party members and people in the province will unite, work together to build Hung Yen province to continue to have more solid and breakthrough steps in the process of innovation and integration with the country.
