On the side of Hanoi city, the conference saw the attendance of Mr. Hoang Trung Hai, Member of the Politburo, Secretary of the Party Committee of Hanoi city, Head of the Hanoi delegation of National Assembly; Ms. Ngo Thi Thanh Hang, Member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of Hanoi City; Mr. Nguyen Duc Chung, Member of the Central Party Committee, Deputy Secretary of the municipal Party Committee, Chairman of the People's Committee of Hanoi city; Mr. Nguyen Thi Bich Ngoc, Deputy Secretary of the municipal Party Committee, Chairman of the People's Council of Hanoi City; Mr. Dao Duc Toan, Deputy Secretary of the Party Committee of Hanoi City; comrades in the Municipal standing Party Committee.

Speaking to welcome the meeting, Secretary of the Party Committee of Hanoi City Hoang Trung Hai emphasized that Hung Yen is a land of spirit, located in the Northern key economic region, which has developed comprehensively in recent years and made an important contribution to the development of the region in general and Hanoi city in particular. Today's conference is to evaluate the development in cooperation of the two localities. With the spirit of the capital for the whole country and the whole country for Hanoi capital, the cooperation and connection between localities is the driving force to successfully implement the socio-economic development objectives under the Resolution of the 12^th National Party Congress.

At the conference, on behalf of the heads of the two localities, Mr. Nguyen Van Suu, Member of the standing party committee of the city, Permanent Deputy Chairman of the People's Committee of Hanoi City reported the result of cooperation between Hanoi City and Hung Province. Two localities have well coordinated, exchanged and shared experiences in building the Party and political-social system. Regarding cooperation in socio-economic development, Hung Yen province and Hanoi city have created favorable conditions for investors to: look for investment opportunities; regularly exchange commercial information; actively coordinate in preventing and combating smuggling and trade frauds. Two sides signed an agreement on building a food safety chain model for vegetables, fruits, meat and fish; proposing  investment plans for roads connecting Hanoi city, Hung Yen province and neighboring provinces; improving inter-provincial passenger transport activities and maintaining 4 bus routes connecting Hanoi city and Hung Yen province. In 2018, two localities signed a cooperation program on tourism development for the period of 2018-2020. In 2018, at the charity program, Hanoi City supported Hung Yen with VND 570 million to carry out security work which was used by to expand the heart surgery program for children in the province.

The conference reached an agreement and proposed directions and tasks in the cooperation and development between Hung Yen province and Hanoi city in the coming time. In the work of building the Party and the political system, the two localities will accelerate the exchange and sharing of experiences; support the training of human resources at provincial and district levels, especially at the commune level, on leadership and management skills; innovate leadership methods, improve the fighting power of the Party committees; summarize the practice of building the Congress document and direction of the Party Congress at all levels.

In the field of socio-economic, security and defense, the two localities agreed to: direct relevant departments and agencies to exchange experience of state management and mechanisms and policies on fields that Hanoi is good at; boost investment promotion and close coordination with provinces and cities in the Red River Delta region; coordinate to organize investment promotion activities; support and facilitate the dissemination and promotion of tourism, tourism destinations, tour programs and new tourism products of the two localities; build tours connecting Hanoi city and Hung Yen province; continue sharing information, learn experiences on the application of new scientific and technical advances in animal husbandry; coordinate in the prevention and combat of epidemic diseases, food safety and product traceability; open new bus route between Hung Yen province and Hanoi city; promote exchange of experience, support the implementation of urban planning and management; strengthen cooperation on environmental protection; enhance exchange of experiences in the fight against crimes, especially crimes of inter-provincial activities.

Speaking at the conference, Chairman of the People's Committee of Hung Yen Province Nguyen Van Phong thanked the Hanoi city for its concern and support so that Hung Yen province could develop as it is today. Regarding the cooperation between two localities, Hung Yen province will direct the branches and localities to periodically report results of cooperation with the motto: Hung Yen for Hanoi and Hanoi for Hung Yen. The chairman of the People's Committee of Hung Yen province also introduced the fragrant sticky rice of Hung Yen province to the delegates of Hanoi city.

Chairman of the People's Committee of Hanoi city Nguyen Duc Chung asked the two localities to strengthen coordination and promote the consumption chain of agricultural products; carry culinary and non-culinary products from Hung Yen province to Hanoi city. Along with that, two sides need to strengthen the connection of transport infrastructure, connect bus routes; closely coordinate in resolving disputes and denunciations; move vocational training schools from Hanoi city to Hung Yen province.

Secretary of the Party Committee of Hung Yen province Do Tien Sy said that thanks to the position adjacent to Hanoi, Hung Yen province has more development opportunities. However, the cooperation results in the past time between the two localities are not proportionate to the potential. The opportunities and conditions of development are still great, which leaders of the two localities should properly evaluate in order to achieve effective cooperation for higher results.

Speaking at the conference, the Secretary of the Party Committee of Hanoi City Hoang Trung Hai emphasized that this conference has a very important meaning, which is an opportunity to re-evaluate the cooperative relations, clarify the aspects that have been done and undone as well as the potentials for cooperation and development, thereby give a new direction of cooperation, promote fast and sustainable development of the two localities and contribute to the development of the Northern key economic region.

Highly appreciate the effectiveness of the coordination and connection between the two localities over the past time and agree with the cooperation contents that were given at the conference, the Secretary of the Party Committee of Hanoi city Hoang Trung Hai also emphasized the need to strengthen the connection between the two localities in the near future, with the aim of having each person in Hanoi city and Hung Yen province see the effect of this coordination.

At the conference, Hanoi City presented Hung Yen province VND 3 billion to support the implementation of social security tasks.

On this occasion, the delegation of Hung Yen Province and Hanoi City came to offer incense and flowers to Ly Thai To King Monument, Le Thai To King Temple and Ngoc Son Temple.
