Emphasis has been placed on enhancing the role of warning and assisting businesses in resolving difficulties encountered in foreign trade, helping exporters mitigate risks and minimize economic losses. Activities to disseminate legal provisions on international integration, issues related to the implementation of WTO accession commitments, free trade agreements, intellectual property, electronic customs procedures, and technical barrier standards of key export markets to businesses have been intensified. Support for provincial enterprises to connect with foreign businesses has been strengthened to access advanced technologies and acquire management experience, thereby transforming their vision and labor skills.

Currently, the entire province has over 300 enterprises directly involved in import and export, or participating in goods export through consignment and ủy thác arrangements. Exporting establishments and enterprises have developed product consumption markets in over 50 countries and territories, primarily focusing on markets such as the EU, the US, Japan, South Korea, China, and ASEAN countries. In 2024, despite a decrease in global demand for goods, the province's export turnover still reached 7.45 billion USD, an increase of 20.7% compared to 2023. Notably, markets of countries that have signed Free Trade Agreements with Vietnam experienced high growth, such as the EU and ASEAN.

The provincial government has also directed relevant sectors and localities to implement decisive administrative reforms, creating a transparent investment environment and reducing costs to enhance investment attractiveness, particularly for foreign direct investment (FDI) enterprises. This includes strengthening investment promotion through diplomatic missions and foreign enterprises from countries and territories that have maintained stable investments in the province. The province is preparing synchronized infrastructure development in transportation, electricity, water supply, telecommunications, and land clearance, especially in industrial parks and industrial clusters, to ensure readiness in meeting the demands of foreign investors.

To date, the province has 640 registered foreign investment projects with a total registered capital of nearly USD 8.8 billion. The achievements in foreign investment attraction have made significant contributions to the province's economic growth rate, expanded the economic scale, created employment opportunities, ensured stable income for workers, and contributed to socio-economic development and new rural development.

Concurrently, numerous external economic activities have been maintained and effectively promoted. Notable examples include the implementation of ODA projects in the fields of land management, agriculture, transportation, healthcare, and education. International economic cooperation in Agriculture and Rural Development has received special attention from the province to enhance technical expertise, introduce new technologies into production and processing, transform small-scale and fragmented production mindsets, and reduce excessive dependence on chemicals throughout the entire process of production, preservation, and agricultural processing. These efforts aim to bring the province's agriculture closer to high technology and successfully achieve the sector's restructuring objectives. The province has established cooperative relationships with several partners, including Japan and Belarus, to support technology transfer and the introduction of new equipment into production, thereby enhancing agricultural productivity and quality.

Since 2020, the province has organized over 100 working delegations to Japan, South Korea, China, Germany, France, Belarus, and other countries to promote trade and investment, introduce the province's potential strengths, and present preferential policies for investors. Through labor cooperation programs, during the 2020-2025 period, the province has facilitated nearly 10,000 workers to work abroad under contracts across various sectors and occupations, ranging from simple labor to highly skilled technical work, primarily concentrated in markets such as Japan, South Korea, Taiwan (China), and Malaysia.

Despite these achievements, the province's economic diplomacy efforts in recent years still face certain challenges regarding information access capabilities and international cooperation opportunities. Most enterprises in the province are small and medium-sized enterprises with limited capital, technology, and management expertise. Coordination with Vietnamese representative offices abroad remains insufficiently close.

Mr. Vu Quang Thang, Director of the Department of Industry and Trade, stated: "Recognizing that promoting international economic integration and developing external economic relations continue to serve as driving forces for Hung Yen's socio-economic development, the province has directed relevant sectors and localities to further expand and deepen cooperative relationships with foreign partners, including embassies of various countries, international organizations and agencies, and foreign business associations in Vietnam. We aim to maximize the benefits of new-generation free trade agreements that Vietnam has signed to participate in international value chains and supply chains, while proactively implementing common rules and regulations governing international trade. We are actively promoting and selectively attracting foreign investment, implementing comprehensive solutions to improve the local business and investment environment, and intensifying promotional activities to showcase the province's image, potential, and advantages to foreign investors."
