Expansion of industrial park infrastruction to recieve"the investment wave"

The establishment of industrial parks has triggered the breakthrough of Hung Yen industry and created the platform for service, trade and urban areas to grow. Industrial infrastructure is synchronized, modern and located on the convenient position, adjacent to major transportation route connected with the capital city and the neighborhood, which has attracted many big enterprises and groups to make investments.

Amid complicated Covid-19 pandemic, while many enterprises inside and outside the country have to shrink their manufacturing, a number of investors still choose Hung Yen province as the credible destination. Till the end of 2021, there were 485 active projects with the total registered investment capital of VND 4.9 billion and VND 29,000 million. Total industrial land rent in the industrial parks is 921 hectares, the occupational rate is over 62.6% of industrial land available for rent. At the same time, the province continues to review and supplement industrial parks located at the areas with convenient transportation into the development plan of industrial parks in Vietnam in order to turn Hung Yen province into a modern industrial province before 2030.

Infrastructure development companies have always cooperated with local authorities to assist enterprises from the beginning of the projects throughout the process of manufacturing in the industrial parks such as application of investment license; procedures of tax, customs, immigration, auditing and labor; provision of electricity, water, sewage treatment, telecommunications; update policy information to enterprises. Mr.Hiroyoshi Masuoka, General Director of Thang Long II industrial park cooperation said that as of implementation of Thang Long II industrial park, we have always created favorable conditions to investors. This industrial parkhas the occupational rate of 100% and has been the typical industrial park of the province. Now the cooperation is deploying the investment project of building the infrastructure of expanded Thang Long II industrial park (the 3rd phase) with total area of 180.5ha at My Hao town and total investment capital of VND 2,263.8 million (equivalent to USD 98 million), of which the contributed capital is VND 339.57 million (equivalent to USD 14.7 million); mobilized capital is VND 1,924.23 million (equivalent to USD 83.3 million).

Development of transportation infrastructure to create breakthroughs to attract investments

Prioritizing infrastructure development, especially the transportation infrastructure to attract investment and for economic development, the province has focused on financinginvestment capital to transportation works in order to ensure smooth connection among nearby localities, provinces and cities. With the advantage of locating in the major Northern economic region, next to the capital city, Hung Yen province has a developed transportation system; thus, there is plenty potentials and advantages in economic growth. Now the province is building some key routes such as Tan Phu route intersected with Hanoi-Hai Phong express way. The province wouldmake the planning of clusters of industry, urban area, service and commerce in order to attract big projects inside and outside the country and create breakthroughs in investment attraction, industrial development, commerce and services in the coming time; step by step develop harmoniously subregion attached with development of urban areas, economic and social infrastructure. Mobilize resources and focus on investment  of momentum works such as: the connecting route of Hanoi-Hai Phong express way with the Cau Gie - Ninh Binh  expressway (the 2nd phase); North-South economic axis; ĐT.379 route; the connecting route of ĐT.387 with ring road 5; road 3.5 connecting with ring road 4;… According to the Resolution of socio-economic development of An Thi district, the district is expected to have over 10 industrial parks and industrial clusters up to 2025 and receive investment of the intersection road betwwen road 5B and road 38; connecting road Tan Phuc-Vong Phan (Phu Cu district) passing 3 districts namely An Thi, Tien Lu, Phu Cu. In addition, the district also discusses to solve difficulties in industrial projects, infrastructure of industrial parks and industrial clusters. In order to implement the tasks of building infrastructure, the district focuses on mobilizing resources from the State budget and bidding source of land use right, socialized source from enterprises, organizations and contribution of people in order to build infrastructure works, attract investment and boost socio-economic development.

Along with solutions to attract investment, the province minimizes reception of construction projects outside the  industrial parks and industrial clusters; refuses to accept small projects using few laborers, and not making great contributions to the state budget; at the same time strengthens state management, strictly handles administrative violations in the fields of land, environmental protection, business investment and creates fairness among enterprises...
