According to the report of Hung Yen Municipal People's Committee, to implement the decisions, legal documents on the investment project on the construction of Hung Yen wastewater treatment system and network, on 16 January 2017, the Project Management Board of ODA capital (Hung Yen city) and the contractor as Hanbaek Construction Co., Ltd. (Korea) signed a contract for the construction of Hung Yen wastewater treatment system and network; the contract value is VND 226,535,463,000 (equivalent to USD 10.2 million, the contract duration is 27 months, the warranty period is 12 months).

The approved project scale: To build a wastewater treatment station with a capacity of 6,300m3 / day and night including the construction of collection sewers (about 18.22 km), booster pumping stations (4 stations), treatment area ( 6.7ha) and 815m of road leading to the treatment station. The station is located in Bao Khe commune; the collection sewers and wastewater pumping stations are built in the wards of Quang Trung, Le Loi, Minh Khai, Hong Chau, Hien Nam and An Tao.

The main contractor is Hanbaek Construction Co., Ltd. (Korea); the subcontractors are: Chien Thang Construction Co., Ltd, Phuong Dong Construction and Trading Joint Stock Company and Pumps Europe Joint Stock Company. The results of the project implementation until 10/6/2019 reached about VND 151 billion, about 72% of the value of the construction contract, slowing 28% of the project schedule.

The slow progress of the project is due to the main following reasons: The items in the pipeline network are located on the inner roads and parks, therefore they are related to a lot of existing urban technique infrastructure works, it is difficult to construct. The construction of underground items of the project are located in a large depth, complicated geology, high groundwater level, so it has difficulties in the construction process, especially in the rainy season. The implementation of the subcontractors is not focused, mobilizing manpower, machinery and equipment for the construction does not meet the requirements as the commitments of subcontractors to investors and supervision consultants. The method of construction is fragmented, small and not concentrated.

From the beginning of 2019 until now, the subcontractor - Phuong Dong Construction and Trading Joint Stock Company almost does not perform the project. The design documents and cost estimates are missing some items, the contractor is preparing the supplementation and adjustment documents to submit for appraisal and approval...

Representatives of contractors explained the causes, difficulties and obstacles that made the project go after the schedule and at the same time proposed to extend the time of contract performance and construction.

Speaking at the conclusion of the working session, Chairman of the Provincial People's Committee Nguyen Van Phong criticized the contractors who slowed down the project progress, affecting people's lives and the urban landscape of Hung Yen city.

He emphasized that this is one of the big projects of the province, which has an important meaning, so it is necessary to seriously speed up the construction progress and ensure the quality of the project.

Chairman of the Provincial People's Committee requested, in the coming time, the contractors need to focus on implementing such solutions as: To mobilize materials, human resources, machinery and equipment to urgently complete items of the works to ensure the quality and progress, the security and order, traffic safety, environmental sanitation and not greatly affect the travel and living of people in the construction area. When building new routes, the construction must be completed definitively. For the subcontractors, if they find it difficult or unable to continue, they shall hand over the work to the main contractor; who will receive the work and reasonably pay for the subcontractors.

He requested Hung Yen Municipal People's Committee and functional departments to monitor and urge the progress and create favorable conditions for contractors to implement the project.
