According to the report of the investor, the project was located in Hung Yen city, Tien Lu district and Phu Cu district; started in October, 2018 and it is going to complete in December, 2019.

On the construction site, the contractor has set up the signboards and fences under the permits of the Department of Transport and provided labor safety training... 

On the ground clearance, there are not many major obstacles on the route; some graves have not been moved; some positions of the dyke are located in the garden land and residential land of people... 

In order to create favorable conditions for the project, the investor requested the provincial People's Committee to direct the departments, agencies and localities to soon set up a site clearance unit and coordinate with them to carry out site clearance. 

The investor suggested Hung Yen city to clear 5m of sidewalks from the border gate to the slope of Dau market by local capital. The provincial People's Committee is requested to adjust and supplement the lighting lines and communication lines from the Da slope to the slope of Dau market in Hung Yen city to create the good scenery and enhance the light. To move and supplement the low-voltage line at Xuoi Street. To repair and refurbish the sluice gates of Trieu Duong and Mai Xa pumping stations. 

Chairman of the provincial People's Committee Nguyen Van Phong requested to adjust the design at some points of the project and the districts and city where the project is located to soon set up the ground clearance unit, focus on propagandizing and mobilizing people to understand the purpose, meaning and support the project; regularly check and solve difficulties and problems in the course of construction. Investors, contractors and designing consultants coordinate to ensure the safety, quality, schedule and disbursement according to regulations. The Department of Agriculture and Rural Development soon builds a project to level the ponds and lakes surrounding the dyke to submit to competent authorities for consideration and approval. The Department of Natural Resources and Environment soon hands over the boundaries to facilitate the localities in land clearance.
