According to the report of the investor and construction unit, the project includes the district road No. 17 with the length of 5.3 km, the traffic works at level III; the central axis of Nghia Tru commune and the access road to To Hieu primary school with the length of 1.7 km. The total value of the project is over VND 160 billion. The project was started in November, 2018. Up to now, the construction project has reached 31.7% of the volume; the disbursed capital for the construction package is VND 43 billion. The clearance of the project is still slow, so far the ground of the district road No. 17 has been handed over at 1.1 / 5.3 km to the contractor; the ground of the central axis of Nghia Tru commune and the access road to To Hieu primary school have been handed over at 1.7 / 1.7km.

Through the actual inspection and working with Van Giang district on the clearance work through the district, Chairman of the provincial People's Committee Nguyen Van Phong requested local authorities and related units to promote the coordination and create favorable conditions for site clearance for contractors to accelerate the construction progress. Regarding the route and scale of the road, investor and construction unit build a connecting section through Trung Trac commune (Van Lam); and the corner through Nghia Tru commune (Van Giang), it is necessary to mobilize people to support and clear the ground for alignment.

The Department of Natural Resources and Environment, Department of Finance and relevant departments, agencies and units formulate and propose the compensation and ground clearance plan to the province as prescribed.

Van Giang district arranges the resettlement land for households with residential land to be cleared according to regulations, makes a plan to reward the households who actively carry out site clearance for the project. The contractor needs to raise capital, strengthen the coordination, share difficulties with units and localities, propose solutions to speed up the project implementation progress; in the process of construction, it is necessary to quickly deploy, ensuring the progress and quality of works, environmental sanitation, labor and traffic safety.
