On the afternoon of November 11th, the Hung Yen Provincial Party Committee held a conference to announce the decision of the Central Party Secretariat on personnel matters.

Comrade Nguyen Quang Duong, Member of the Central Committee of the Party, Deputy Head of the Central Organization Department, presented the decision and flowers to congratulate Comrade Pham Quang Ngoc, Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term.

Attending the conference were members of the Central Committee of the Communist Party of Vietnam: Nguyen Quang Duong, Deputy Head of the Central Organization Department; Nguyen Huu Nghia, Secretary of the Hung Yen Provincial Party Committee; and Dang Xuan Phong, Secretary of the Ninh Binh Provincial Party Committee and Head of the Ninh Binh Provincial Delegation to the National Assembly.

Attending the conference from the province were: Tran Quoc Toan, Standing Deputy Secretary of the Provincial Party Committee; Tran Quoc Van, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council, Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front; and leaders of provincial departments, agencies, and organizations.

Delegates from Ninh Binh province attending the conference included: Ms. Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; Mr. Le Quoc Chinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; and Mr. Mai Van Tuat, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ninh Binh province.

At the conference, Decision No. 2514-QDNS/TW, dated November 7, 2025, of the Central Party Secretariat was announced, appointing Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ninh Binh province, to participate in the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and to hold the position of Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term.

After presenting the appointment decision, offering congratulatory flowers, and speaking at the conference, the Deputy Head of the Central Organization Department assessed Comrade Pham Quang Ngoc, Deputy Secretary of the Hung Yen Provincial Party Committee, as a qualified and well-trained official. Having held various positions, he has consistently performed his duties excellently, making significant contributions to the overall achievements and results of the agencies and units where he has worked. At the same time, the Deputy Head of the Central Organization Department requested that the comrades in the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and leaders at all levels and sectors of Hung Yen province continue to promote the spirit of unity and solidarity, creating conditions for Comrade Pham Quang Ngoc to perform his duties well in his new position; contributing to the successful implementation of the Resolution of the 13th National Party Congress, the Resolution of the 1st Hung Yen Provincial Party Congress, term 2025 - 2030, and bringing the locality to development in the coming time.

In his acceptance speech, Comrade Pham Quang Ngoc, Deputy Secretary of the Hung Yen Provincial Party Committee, respectfully thanked the Politburo and the Central Party Secretariat for their attention and trust in assigning him this new responsibility. He emphasized that Hung Yen province holds a strategic and important position, is a land of rich cultural heritage, with a long history and unique values, a land of outstanding people, rich in revolutionary and heroic traditions, and has made many great contributions throughout the glorious history of our nation's founding and defense. Hung Yen is also the only province in Northern Vietnam with a completely flat terrain. It was once a renowned ancient trading port and continues to play a central role in connecting major economic centers of the Red River Delta and Northern Vietnam. It has been experiencing rapid and significant development, with many important and outstanding achievements in Party building, political system development, and socio-economic development in a fast and sustainable manner.

In his new position, he hopes to continue receiving the regular and close attention, leadership, and guidance of the Politburo and the Secretariat; the effective coordination and assistance of central committees, ministries, and agencies; and the consensus, support, and joint efforts of Party committees, governments at all levels, agencies and units within the political system, cadres, Party members, the business community, and all strata of the people of Hung Yen province to successfully fulfill the assigned tasks. Comrade pledged to continue making every effort, upholding the pioneering and exemplary spirit, leveraging the experience and knowledge accumulated during his work, and together with the Standing Committee, the Provincial Party Committee, and the Executive Committee of the Hung Yen Provincial Party Committee, to promote the strength of great unity, collective intelligence, and the spirit of innovation, to awaken the aspiration to excel, to inherit and develop the achievements of previous generations and the traditional cultural and historical values ​​of the province, to proactively and actively seize opportunities, overcome difficulties and challenges, and build Hung Yen into an increasingly prosperous, beautiful, "Cultural - Civilized - Modern" province.
