The "Praying for Rain Festival", also known as the Four Genies Festival, is a festival imbued with the culture of the Red River Delta, expressing the wish to conquer nature and pray for favorable weather, prosperous, flourish and fullworld. The festival honors the cultural values, the strength of the community and plays the role of an invaluable asset in the treasure of intangible cultural heritages, contributing to enriching and promoting the values of the national culture. Also according to the decision, the Ministry of Culture, Sports and Tourism assigns Chairmen of the People's Committees at all levels whose intangible cultural heritage is included in the list of national intangible cultural heritages to perform state management in accordance with the laws on the cultural heritage.
Thus, up to now, Hung Yen province has 3 national intangible cultural heritages namelyTrong Quan singing; Tong Tran Temple Festival (Tong Tran Commune, Phu Cu District) and Praying for rain festival (Lac Hong Commune, Van Lam District).
