Speaking at the opening of the session, Chairman of the Provincial People's Council Tran Quoc Toan emphasized as follows: In 2020, we have embarked on the implementation of the task of socio-economic development in the context of facing many difficulties and challenges. From the beginning of the year, the Covid-19 epidemic has broken out and quickly become a global epidemic, which has caused negative impacts on socio-economic activities of Vietnam in general and Hung Yen province in particular. The epidemic has induced production and business activities to be delayed, trade and investment haven been interrupted; social activities and people's lives are more or less affected. Facing these difficulties and challenges, under the smarrt leadership of the Party and flexible management of the Government, the province has promptly instructed all levels, branches and localities to focus on the epidemic prevention and control and deploy many solutions to support economic development and ensure social security. As a result, the implementation of the socio-economic development tasks in 2020 in the province has achieved quite comprehensive results such as: Economic growth is quite high, among the group of 10 provinces attaining the highest growth rate in the country. Infrastructure continues to be invested, the revenue structure has changed; step by step removing difficulties and problems for the business community; the implementation of national target programs has gained many results, Hung Yen province has been recognized by the Prime Minister as one of the first three provinces in the country to complete the task of building a new countryside. The prevention of corruption and waste has been effectively carried out. Political security, social order and safety are guaranteed. The arrangement and consolidation of the organizational apparatus have been deployed synchronously; the local military and defense tasks are directed and seriously performed, the regime of combat readiness is well maintained. Inspection, citizens reception, handling of complaints and denunciations and prevention of corruption and waste have been enhanced. The 14^th Session of the Provincial People's Council, term 16, in the period of 2016 - 2021 has many important contents; in which, the key task is to discuss and evaluate the results of implementing the socio-economic development plan in 2020; the goals, tasks and solutions for 2021. At the same time, the Provincial People's Council will discuss and decide on some issues related to social security policies and the province's development such as: Define the support level from the provincial policy of paying health insurance premiums for beneficiaries in Hung Yen province in the period of 2021-2025; decide the plan for local budget allocation in 2021; approve the local budget settlement in 2019. To listen to the report of the Fatherland Front Committee and the provincial judicial agencies. The session will spend adequate time for questioning and answering on the activities in the state management in the fields of Health, Home Affairs, Science and Technology in the province. In which, it focuses on outstanding and pressing issues that are concerned by voters and people. Addressing the session, Mr. Do Tien Sy, Provincial Party Secretary emphasized as follows: The 14th Session of the Provincial People's Council, term 16 took place when the province had just successfully organized the 19^th Provincial Party Congress, the 9th Patriotic Emulation Congress and emulating and achieving to celebrate the 13^th National Party Congress. The Provincial Party Secretary praised the achievements in the socio-economic development of the province in the past year and acknowledged the striving efforts of the entire political system, business community, voters and People in the province; including very important contributions of the People's Council and delegates of the People's Council at all levels; the Provincial People's Council has made many innovations in operation and affirmed its role as a state authority in the locality. In addition, he also pointed out a number of shortcomings and limitations that need to be removed in time to boost the socio-economic development of the province; subjective and objective reasons. Entering the year 2021 - a year of particularly important significance, the year of the 13th National Party Congress; the election of deputies to the 15th National Assembly and the People's Councils at all levels for the term of 2021-2026; the first year of performing the 5-year socio-economic development tasks in 2021-2025; implementing the Resolution of the 13^th National Party Congress and the Resolution of the 19th Provincial Party Congress; the celebration of the 190th founding anniversary of the province; 80 years of the establishment of the Party Committee of Hung Yen province; it is forecasted that the world economic situation will have many complicated and unpredictable developments, the country will continue to face many great difficulties and challenges. Facing the above situation, the Provincial Party Committee requested the Party Committee, the People's Council, the People's Committee at all levels and sectors in the process of directing and organizing the implementation of tasks in 2021 to discuss and agree to well perform some of the following requirements: To focus on leading, directing the serious and effective implementation of the undertakings and resolutions of the Central Government, the resolutions, programs and projects of the Provincial Party Committee on the tasks of the socio-economic development, building political system, ensuring national defense and the local military, maintaining political security - social order and safety, improving people's lives, continuing to focus on successfully achieving the dual goals of the year 2021; building and completing provincial planning as a basis for implementation of fields and areas in the whole province, ensuring synchronous and proper planning; reforming, raising the efficiency of investment promotion, reviewing, amending and supplementing the mechanisms and policies of incentives and investment attraction of the province in accordance with the central regulations and the actual situation of the locality; solving difficulties, creating good conditions for businesses to develop, continuing to improve the competitiveness index of the province; boosting investment attraction, strengthening the invitation of large domestic and foreign economic groups to invest in the province. To continue to increase the efficiency of public investment; drastically do site clearance for investment projects, especially the ones in industrial zones, clusters, traffic projects, urban areas; heads of all levels, especially Chairmen of the People's Committees of districts, towns and city are responsible for the progress of land clearance and handover, which must be a criterion to evaluate the level of completion of the task of the Party committees, authorities and individuals as the heads; raise the efficiency of budget revenue and expenditure, ensure proactive balance of the budget, take measures to nurture appropriate sources of revenue, step by step steadily improve the revenue structure; effectively implement the commune to reach the standards of a model and advanced  newly countryside; well do market management, strictly handle violations to ensure the interests of consumers, especially during the Lunar New Year. To comprehensively develop and improve the quality of education - training, healthcare, culture - society, science - technology, and promote innovation; attach importance to the policy of economic development with the policy of sustainable social development; basically strive for indicators of social security to be more positive than the national average; well perform the policy for people with meritorious services while effectively carrying out the program and project on sustainable poverty reduction in the period of 2021-2025; pay attention to and help social protection beneficiaries, develop vocational education, improve the quality of human resources, effectively perform vocational training and jobs creation programs and projects. To improve the efficiency of state management in all fields, especially in planning management, using of land and environmental resources, construction investment, budget financing and environmental pollution handling; continue to promote administrative procedure reform, improve the quality of service to people and businesses, strengthen inspection and settle complaints and denunciations, prevent corruption, waste, and ensure national defense, maintain political security and social order and safety, promote well the role of self-management among the people; uphold the responsibilities of heads of agencies and units in the leadership, direction and administration of the performance of tasks; continue to review and rearrange the streamlined, effective and efficient apparatus organization associated with downsizing payrolls, raise the quality of the contingent of cadres, civil servants and public employees; promote autonomy structure for public non-business units; ensure social order and safety, especially in the occasion of the 13^th National Party Congress, the election of the 15th National Assembly and the People's Council at all levels, term 2021-2026. Accordingly, the gross regional domestic product (GRDP) increased by 6.46%, (the plan: 9%; in 2019 it increased by 9.57%). The value of industrial production and construction rose by 7.78% (the plan: 10.5%), the industrial production index increased by 7.06% (the annual plan: 10%). The production value of agriculture - fishery rose by 3.47% (the annual plan: 2.2%). The production value of trade, service increased by 4.56% (the annual plan: 7.7%). Economic structure: Industry and construction: 61.5% - agriculture and fisheries: 9.65% - trade and services: 28.85% (in 2019 respectively as: 61.94% - 8.51% - 29.55%). The total product per capita (GRDP / person) reached 79.57 million VND, ranking the 12th out of 63 provinces and cities nationwide (in 2019 it reached 73.94 million VND). Export turnover got at USD 4,500 million, reaching 84.9% of the plan, down 5.26% as compared to 2019. Total retail sales of goods and services were VND 42,140 billion (in the plan: VND 42,000 billion), up 6.65 % as compared to 2019. State budget revenue reached 15,500 billion VND, getting 104.2% of the plan, down 3.4% as compared to 2019, of which: Import and export tax revenue was 3,500 billion VND, reaching 81.39 % of the plan, down 8.42%; domestic revenue was 12,000 billion VND, reaching 113.6% of the plan, down 2.2%. Total budget expenditure was 11,943 billion VND, reaching 93.9% of the plan, of which: Expenditure for investment and development: 5,605 billion VND, reaching 97.1% of the plan; regular spending was 6,338 billion VND, reaching 91.4% of the plan.

Average income per cultivated hectare reached over 210 million VND / ha; seeing an increase of 7.5 million VND as compared to 2019. The urbanization rate reached 41% (40.5% of the plan), seeing an increase of 3.37% as compared to 2019. There are 43 more schools meeting national standards, reaching 100% of the plan, increasing the total number of schools meeting national standards to 403 schools. To reduce the imbalance rate at birth to below 118 boys for every 100 girls; the rate of communes recognized as meeting national health standards reached 100%; the rate of people participating in health insurance was 90.5% (plan: 91.5%). The rate of employees at working age participating in social insurance reaches 31.5% (plan: 34%). To create new jobs for 2.33 thousand workers (plan: 2.45 thousand workers). The rate of trained employees was 65% (plan: 65%). The rate of poor households was 1.8% (plan: under 1.9%). The rate of cultural villages and quarters was 88.7% (plan: 89%); the rate of cultural family was 91.5% (plan: 92%). The percentage of the population using clean water in rural areas reaches 90% (of which, clean water supplied by water plants was 81%).

Regarding the tasks and solutions for the year 2021 of the Provincial People's Committee, the Standing Vice Chairman of the Provincial People's Committee emphasized that the overall goal to be implemented in 2021 is: Continue to improve the quality of economic growth, control inflation and ensure the great balance of the economy. To focus on removing difficulties, creating favorable conditions for businesses to develop production and business. To promote investment attraction; ensure proactive budget balancing. To step up the construction of socio-economic infrastructure, trade in services and urban areas, with more emphasis in key areas to boost the spread of development. To well perform social security policies and improve people's lives. To step up administrative reform and prevent and fight corruption and waste; ensure national defense, political security, social order and safety. The main indicators are as follows: Gross regional domestic product (GRDP) increases by 7.5%. Production value: Industry and construction increase by 8.7% (of which industrial production value increases by 8.6%, industrial production index increases by 8.5%); trade and service rise 7%; agriculture and fishery increase by 2.2%. Economic structure: Industry and construction: 62% - agriculture, fishery: 9% - trade and services: 29%. GRDP per capita is 85 million VND. Export turnover is 4,800 million USD. Total retail sales of goods and services are 45,300 billion VND. The budget revenue in the province is 13,593.9 billion VND, in which: Domestic revenue is 10,193.9 billion VND, revenue from import and export activities is 3,400 billion VND. Total local budget expenditure is 9,770.53 billion VND, of which: Investment and development expenditure is 3,075.39 billion VND, recurrent expenditure is 6,695.14 billion VND. To strive to have 11 more communes achieving newly advanced rural areas, with 2-5 communes achieving newly model rural areas. The rate of urbanization reaches 42.2%. To maintain the natural population growth rate below 1%; maintain the sex imbalance rate at birth at 118 boys for every 100 girls. The rate of communes recognized as meeting national standards on health reaches 100%. The rate of people participating in health insurance is 92%. The rate of employees at working age participating in social insurance reaches 35%. To create new jobs for 2.33 thousand workers. The rate of trained workers is 67%, the rate of trained workers with degrees and certificates reaches 26%. The poverty rate is expected to be 1.5%. The rate of villages, quarters, agencies and units of culture is 89.5%; the rate of cultural family is 92%. The rate of rural households using clean water is 92%.
