Survey of the current state of the urban space of the Pho Hien heritage site
On the morning of November 29th, a survey team from the Ho Chi Minh National Academy of Politics, led by Associate Professor, Dr. Doan Minh Huan, Member of the Central Committee of the Communist Party of Vietnam and Permanent Deputy Director of the Ho Chi Minh National Academy of Politics, conducted a survey of the Pho Hien heritage urban space. This survey was conducted to prepare for the scientific conference on recreating the Pho Hien trading port heritage and the Pho Hien Trading Port Heritage Park Urban Project.

Receiving and working with the delegation were comrades: Nguyen Huu Nghia, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and Nguyen Le Huy, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee.

The working group conducted surveys along three main routes. Along the central heritage route of Pho Hien, the group visited sites within the Pho Hien National Special Monument Complex, such as Chuong Pagoda, Mau Temple, Tran Temple, Xich Dang Confucian Temple, Hien Pagoda, Hien Communal House, Dong Do Quang Hoi… These are typical relics reflecting the historical and cultural depth of the ancient Pho Hien trading port. Along the Red River port area, the survey team examined the dike from the crescent-shaped lake to Tan Hung commune, noting the landscape of the waterfront area, alluvial plains, and locations believed to have once been trading posts of the Chinese, Japanese, and Dutch. In the expanded area, the team inspected residential areas around the historical sites, assessing the extent of encroachment, new architecture, potential for renovation, and connections leading to the heritage site, including the area planned for the formation of the Pho Hien Port Heritage Park.

Following the survey, the delegation from the Ho Chi Minh National Academy of Politics held a working session with provincial leaders to clarify issues related to the orientation for recreating the Pho Hien trading port space, the overall heritage management model, and the plan for developing the Pho Hien Trading Port Heritage Park urban area. Experts, scientists, and planning consultants put forward many important suggestions and ideas, including proposals for the province to clearly define the spatial boundaries of heritage sites and protection zones; to develop regulations for managing architecture and landscapes with distinctive characteristics; to prioritize the reconstruction of ancient urban spaces based on historical documents, maps, sketches, and old trading ports; to integrate digital technology in the restoration of commercial spaces; and to develop tourism products based on urban heritage, religious and belief heritage, and internation; creating a synchronized experiential axis from the historical site to new public spaces; building local communities in the heritage core; linking the planning for the recreation of Pho Hien trading port with a smart, green, and sustainable urban development strategy, ensuring a synchronized and balanced connection between conservation and development in and outside the Red River dike area...

Speaking at the working session, Associate Professor, Dr. Doan Minh Huan, Member of the Central Committee of the Communist Party of Vietnam, and Permanent Deputy Director of the Ho Chi Minh National Academy of Politics, acknowledged and highly appreciated the ideas, orientations, and determination of Hung Yen province in preserving and promoting the heritage values of the Pho Hien area. This survey helps to clearly identify the current state of the Pho Hien heritage urban space, assess the linkages between heritage sites, and evaluate the potential for organizing tourism, cultural, and experiential routes. This is also an opportunity for experts, researchers, management agencies, and planning units to exchange ideas directly on-site and agree on an approach to recreating the space of the ancient trading port. Field observations will be an important basis for developing planning orientations, solutions for recreating the heritage, and determining the content for the upcoming scientific conference. The comrade emphasized that Pho Hien was one of the busiest international trading ports in the North during the 16th and 17th centuries, possessing immense historical, cultural, and commercial value. Therefore, the province needs to continue researching a comprehensive management model towards modernization and professionalism; clarify the province's orientation in restoring, recreating, or reimagining the Pho Hien area; strengthen regional linkages, connecting Pho Hien with the system of heritage sites rich in Red River civilization; develop unique tourism products, experiential tourism, ecotourism, and resort tourism associated with building a harmonious urban cultural space between heritage and contemporary architecture.Furthermore, the process of recreating the Pho Hien trading port must be based on science, historical documents, and consultation with interdisciplinary experts, in order to create a foundation for Hung Yen to develop tourism into a key economic sector.

.Respectfully accepting the suggestions and guidance from the members of the working group and experts and scientists, Provincial Party Secretary Nguyen Huu Nghia and Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee Pham Quang Ngoc affirmed their determination to implement the project to promote the unique value of the Pho Hien heritage, contributing to building Hung Yen city into a typical cultural and tourism center of the Red River Delta region. The results of this survey present an important opportunity for the province to review the current situation, assess the level of connectivity between historical sites, and evaluate the potential for tourism development. The officials requested that relevant departments and agencies comprehensively consider the suggestions from experts and scientists, thereby developing planning guidelines and solutions for recreating the Pho Hien trading port in a scientific, effective, and practical manner. In the coming period, the province will work with the Ministry of Agriculture and Environment on flood control planning and land use planning; simultaneously implementing the project's steps, prioritizing resources and perfecting specific mechanisms to serve the conservation and promotion of heritage values. The officials requested that departments and agencies coordinate synchronously, prepare complete historical documents and technical proposals for the upcoming scientific conference; and committed that the province will create favorable conditions for experts and researchers to implement scientific proposals during the restoration of the heritage space.
