At the 14th session of the 16th Provincial People's Council

At the beginning of the morning, Mr. Le Quang Hoa, Director of the Department of Home Affairs presented the Report and draft Resolution on continuing to carry out specific support policies for cadres, civil servants and public employees working at the one-stop shop at all levels in the province in accordance with the provisions of the Resolution No. 209/2019 / NQ-HDND dated 10/7/ 2019 of the Provincial People's Council.

Representative of the Legal Board of the Provincial People's Council presented the Report on the compliance with the law in the province in 2020; the Report on the verification of the Report and draft Resolution on continuing to carry out specific support policies for cadres, civil servants and public employees working at the one-stop shop at all levels in the province in accordance with the provisions of the Resolution No. 209/2019 / NQ-HDND dated 10/7/ 2019 of the Provincial People's Council.

Mr. Pham Van Khue, Member of the Provincial Standing Committee, Vice Chairman of the Provincial People's Council presented the Report on activities of the Standing Committee and the Provincial People's Council’s Committees in 2020 and key tasks in 2021.

Mrs. Pham Thi Tuyen, Chairwoman of the Provincial Fatherland Front Committee presented the Report on the participation of the Fatherland Front in the government construction in 2020.

Next, delegates of the Provincial People's Council discussed in 05 discussion groups and ended the morning session.

Opening the afternoon session, Vice Chairman of the Provincial People's Council Pham Van Khue summarized the results of the discussion groups in the morning of December 1, 2020. The results were as follows: in 05 groups, there were 129 participants and 23 speeches. The delegates showed a high sense of responsibility to the voters and contributed many practical opinions, which has focused on important issues and reflected the people's wishes. Delegates highly appreciated the achievements in the socio-economic development in 2020 and mentioned such specific contents as: The funding support for localities still having difficulty in resources to perfect the criteria for building a new countryside, proceeding to build a model and advanced new countryside; the land acquisition for conversion of land use purposes to serve socio-economic development, industrial parks, industrial clusters, production and business; the environmental pollution in rural and residential areas is complicated; the mechanisms to reward the site clearance progress for land acquisition projects such as urban construction projects to speed up site clearance work in the district; to propose the province to study, consider and decide to approve the investment policy of works and projects in the medium-term public investment plan in 2021-2025 and the implementation plan in 2021; the policies and solutions to promote investment attraction and select strong investors to entail supporting industries; to pay more attention to low-income workers, to give housing investment policies for workers...

Under the direction of Chairman of the Provincial People's Council Tran Quoc Toan, leaders of three Departments: Home Affairs, Health, Science and Technology responded to voters' opinions and recommendations and questions of members of the People's Council on following issues: The solutions to overcome difficulties and problems in the implementation of the Resolution No. 277/2020 / NQ-HDND dated May 7, 2020 of the Provincial People's Council stipulating title, number and a number of regimes and policies for part-time workers at commune level; in the village and residential groups; the rate of contracting for operation funding of socio-political organizations at the commune level in the province; advising the performance of the work of encouraging the development of non-public health facilities in the past time and the future orientation; the solutions to strictly prevent Covid-19 epidemic in the coming time; the role of the Department of Science and Technology in coordinating with the Department of Natural Resources and Environment to apply scientific and technical applications in waste treatment, environmental improvement and quality assessment of incinerators ensuring technical standards in the coming time; the evaluation of technical standards of a number of baked clay brick manufacturing facilities, which have changed from manual (Hoffman kilns) to mobile ones using modern and automatic technology, have been put into operation; the innovations in the implementation of annual scientific research projects, the role of the Department of Science and Technology to connect with scientists and businesses in the development and application of topics into practice.

At the session, Chairman of the Provincial People's Committee Tran Quoc Van made a speech to clarify the issues that the voters and members of the Provincial People's Council are concerned about. The Chairman of the Provincial People's Committee emphasized such contents as: The development of infrastructure and environmental protection; the flow clearance, the irrigational system for agricultural production; the site clearance compensation for the construction and investment in key projects of the province; the treatment of waste causing environmental pollution; carrying out clean water program for people in the province; the regimes and policies for part-time workers at commune level; in the village and residential groups; investing in building and upgrading a number of traffic routes in the province. He clarified some socio-economic development targets in 2021 set out in the Report on the implementation of the socio-economic development plan 2020; the goals, tasks and solutions for 2021. After the Provincial People's Council approves the Resolution on the socio-economic development plan in 2021, the Provincial People's Committee will institutionalize and concretize the Resolution and at the same time direct the Departments, agencies, branches, the People's Committees of districts, towns and city to organize the implementation, in which the focus is to advise on developing programs and projects to implement the Resolution of the 19th Party Congress, the Resolution of the 13th National Party Congress and formulate and perform the 5-year socio-economic development plan 2021-2025; complete the master planning of the province, develop a land use plan for the period of 2021-2025; continue to mobilize resources, promote agricultural restructuring towards modernization, efficiency, sustainability, and increase the attraction of investment capital; well exploit sources of budget revenue; promote administrative reform, increase the Provincial Competitiveness Index (PCI) and the Governance and Public Administration Performance Index (PAPI); attach importance to developing socio-cultural fields, well carry out social policies and military rear-end policies, maintain political security, social order and safety in the province.

Delegates voted to approve draft resolutions submitted at the session. 100% of the Provincial People's Council’s members have highly unanimously passed 07 resolutions.

Speaking at the closing session, Chairman of the Provincial People's Council Tran Quoc Toan affirmed: After two urgent, serious, democratic and highly responsible working day, the 14th session – the 16th Provincial People's Council, in the period of 2016 - 2021 has completed the entire program set out. He requested the Provincial People's Committee to urgently implement the resolutions passed by the Provincial People's Council; study and seriously absorb the opinions of the delegates, voters and the People to give more practical solutions to make a positive change in the field of management as well as ensure the progress and quality of measures to promote economic development and social security of the province. The People's Committee of the province, all levels, and branches should focus on reviewing and carefully assessing the performance of each production and business sector and each economic sector. From there, to urgently take measures to remove difficulties and obstacles, create all the most favorable conditions in the legal framework to maximize the production capacity of all economic areas and sectors. At the same time, it is necessary to actively direct all levels, branches and localities to focus and immediately embark on work to ensure successful completion of the set tasks. It is suggested that the delegates of the Provincial People's Council organize activities to meet voters, listen to feelings and aspirations of the voters and the People; research, learn and grasp the reality of social life to promptly reflect and recommend to the Provincial People's Council, the Provincial People's Committee and relevant agencies, to be more proactive in building resolutions and supervision work of the Provincial People's Council. The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the Provincial People's Committee, Vietnam Fatherland Front Committee of the province, the Provincial People's Court, the Provincial People's Procuracy, authorities in district and communal levels and concerned organizations and agencies in their scope, tasks and powers are requested to focus on implementing measures to ensure the implementation of the recently passed Resolutions. To urgently review the working contents, prepare the best conditions to organize the election of deputies to the 15th National Assembly and the People's Councils at all levels, term 2021 - 2026.
