At the meeting, the participants discussed and gave opinions on the following draft documents: The Decision approving the Project on promoting investment attraction and increasing the provincial competitiveness index (PCI) in Hung Yen province for the period of 2021-2025, with the orientation to 2030; the Decision promulgating the regulations on awarding Pho Hien Literature - Art prize; the Decision defining functions, tasks, powers and organizational structure of Hung Yen Department of Health; the Decision stipulating functions, tasks, powers and organizational structure of the Department of Education and Training; the Decision on merging and renaming professional divisions of Hung Yen Radio and Television Station.

Through listening to the reports and opinions of the participants, the Chairman of the Provincial People's Committee Tran Quoc Van concluded as follows: It can be affirmed that the Project on promoting investment attraction and increasing the provincial competitiveness index (PCI) in Hung Yen province for the period of 2021-2025, with the orientation to 2030 is a particularly important content that it must be carried out throughout the entire 5-year term and decisive for the development of the province, therefore, it is required that provincial departments, agencies and branches focus on, show high political determination, join hands, and agree to well perform the tasks of the Project. At the same time, the Chairman of the Provincial People's Committee requested that the following contents should be added into the Project: The actual situation needs assessing more widely not only from the 2016-2020 period but also from the re-establishment of the province (1997) to present; the objectives of the Project must clearly show two ideas: Promote investment attraction, improve provincial competitiveness in order to develop the socio-economic situation, increase people's living standards; it must express the spirit of development aspirations of the Party Committee, government and people of Hung Yen province. It is necessary to focus on in-depth assessment on indicators that still have low scores and clarify the responsibilities of departments, branches and units; the fair and good indicators continue to be promoted and improved. Regarding implementation solutions, it is necessary to have solutions to improve weak indicators by specific actions. At the same time, it is required to add the following 05 solutions: The Office of the Provincial People's Committee is responsible for monitoring the tasks assigned by the Provincial Standing Committee, the Provincial People's Committee to departments, branches, districts, city and towns, at the same time advising the Provincial People's Committee to hold monthly meetings to evaluate the assigned tasks; departments, branches, the People's Committees of districts, towns and city continue to review the administrative procedures of their units, the difficulties and problems that need resolving and removing for the projects using the budget and outside the state budget, reporting to the Provincial People's Committee; assigning the police force to verify and clarify the objects of land speculation to raise land prices, causing difficulties for investors when performing site clearance to deploy projects in the province; after the project is approved, the departments, branches, districts, city and towns must develop their own plans of their respective branches and localities, and report them to the Provincial People's Committee (the Office of the Provincial People's Committee); organizing the preliminary review in 3 - 6 months, annually organizing the summary review; requesting the Provincial Standing Committee and the Provincial People's Council to review administrative procedures, promoting decentralization to create favorable conditions for investors to invest in projects in the province.

The contents presented by the Department of Culture, Sports and Tourism; the Department of Health; the Department of Education and training; the Provincial Radio and Television Station were agreed at the meeting.
