Speaking at the opening of the Session, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: At the second Session – The thematic Session on August 31, 2021, on the basis of reports and presentations of the Provincial People's Committee proposing to approve the policy for projects and works under its authority, the Provincial People's Council discussed and gave opinions on 45 projects and works and the Decision on approving the policy for 34 works and projects. At the same time, the relevant agencies are assigned to continue examining and researching projects and works on the list approved by the Provincial People's Council in the Resolution No. 24/NQ-HDND dated June 30, 2021 of the Provincial People's Council on the proposed 5-year medium-term public investment plan for the period of 2021-2025. Immediately after the second Session, Standing members of the Provincial People's Council closely coordinated with the Provincial People's Committee to soon agree on the proposed content of the third Session; the Economic - Budget Board of the Provincial People's Council actively approached, continued to survey and verify the contents submitted to the meeting to have more information to provide delegates of the Provincial People's Council to consider and decide. At this Session, the Provincial People's Council will continue to consider, discuss and plan to approve 64 resolutions on investment policy of works and projects in group B and C as a basis for inclusion in the medium-term public investment plan and allocate capital for the public investment plan in 2022 and subsequent years. The contents decided at this meeting are important measures to promote disbursement of public investment capital, attract investment, and contribute to solving difficulties in order to restore production, business and socio-economic development, ensuring the life of the people in the province. The delegates of the Provincial People's Council are proposed to promote the roles and responsibilities of elected deputies; demonstrate bravery, political opinions, focus on discussing, debating, analyzing and clarifying the necessity, effectiveness, suitability with reality and consider carefully to make the right decisions in each content of the meeting, meeting the trust and expectations of voters; all for the quality of life of the people and for the fast and sustainable development of the province in the future.

At the meeting, the Provincial People's Committee submitted 64 Proposals and draft Resolutions on approving investment policies of public investment works and projects.

Then, the representative of the Economic - Budget Board, the Provincial People's Council presented the Verification Report on the Reports submitted to the Provincial People's Committee at the meeting.

The delegates conducted voting to approve the Resolutions presented at the meeting. 100% of the Provincial People's Council’s delegates highly agreed and voted to pass 64 thematic Resolutions on approving investment policies for public investment works and projects.

Speaking at the closing of the Session, Chairman of the Provincial People's Council Tran Quoc Toan suggested that the Provincial People's Committee, all levels, branches, localities and units in the province focus on performing the following tasks: the Provincial People's Committee urgently takes next steps to conduct the projects, whose investment policies have been approved by the Provincial People's Council, implement investment procedures to ensure compliance with the process and legal regulations. To direct departments and functional branches to continue to do well in guiding and closely coordinating with the People's Committees of districts, towns, city and relevant units to organize the serious and effective performance of approved investment projects; strengthen inspection and examination to promptly detect, correct and overcome limitations and weaknesses in the implementation process. To focus drastically on site clearance and other obstacles to speed up the progress of key projects in the province; strengthen the management, improve the efficiency of using public investment capital, ensure the correct principles, the order of priority, the allocation on focus, not spread and prolonged; accelerate the disbursement of investment capital sources; resolutely handle investment projects that are behind schedule. In the last months of 2021, the Provincial People's Committee, departments, agencies and localities need to urgently review, forecast and evaluate the ability to fulfill the targets and tasks of their respective branches and localities in the year, especially low targets and tasks that have not yet achieved high results to proactively take appropriate measures and carry out them drastically and effectively in association with inspection, urge and focus on solving difficulties and obstacles; determine and make the best efforts to ensure the successful completion of the Plan in 2021. The Standing members of the Provincial People's Council, the Provincial People's Council’s Boards, delegation groups, and delegates of the Provincial People's Council focused on urging and closely monitoring the process of implementing the Resolutions, ensuring that the projects approved by the Provincial People's Council at today's meeting are organized and conducted effectively in accordance with the law.
