At the Hung Yen destination, the conference drew the attendance of comrades: Mr. Do Tien Sy, Member of the Party Central Committee, Provincial Party Secretary, Head of the Provincial Delegation of the National Assembly; Mr. Nguyen Duy Hung, Permanent Deputy Secretary of the Provincial Party Committee; Mr. Tran Quoc Toan, Deputy Party Secretary, Chairman of the Provincial People's Council; Mr. Tran Quoc Van, Deputy Party Secretary, Chairman of the Provincial People's Committee; Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee.

The Party and State have always identified sustainable poverty reduction and ensuring social security as an important goal and task in the development process, which are clearly shown in the documents of the Party, the Resolutions of the National Assembly, strategies, plans, schemes and programs of the Government. With the attention and direction of the Party, State, the Central Steering Committee of National Target Programs and the efforts and responsibilities of ministries, branches and localities, as well as the positive response of the community, the poverty reduction in the 2016-2020 period has achieved positive results. The policies and projects under the program have been well organized and carried out by all levels and branches, directly affecting the poor's life, helping poor households to develop their economy and stabilize their lives. The movement "The whole country joins hands for the poor - No one will be left behind" has been responded by provinces and cities and performed drastically, striving to reduce poverty quickly and sustainably with many specific policies of localities.

Total resources allocated and mobilized to implement the program in the period of 2016 - 2020 in the country reach over 93 trillion VND. By the end of 2019, the national poverty rate has reduced to 3.75%, seeing a decrease of 1.53% per year on average in 4 years. It is expected that by the end of 2020, the average income of poor households will increase 1.6 times; 32 districts have escaped the poverty according to the Government's Resolution No. 30a / 2008 / NQ-CP dated December 27, 2008 on the rapid and sustainable poverty reduction program for 61 poor districts; about 550 communes and 1286 villages have completed the target of the Program No. 135 / QD-TTg dated July 31, 1998 of the Prime Minister approving the socio-economic development program of extremely difficult communes in mountainous and remote areas.

The results of the implementation of poverty reduction policies and programs in the 2016-2020 period have contributed to the social stability, ensured social security, promoted economic growth and sustainable development, contributed to enhancing Vietnam's position towards the international community. The poor have improved their living conditions and better accessed to supporting policies and resources of the state and community for economic development, job creation and income increasing. Some essential needs such as health, education, housing, clean water and sanitation, access to information… are basically met. At the same time, they are more aware of their own responsibility and proactively receive policies and supporting resources from the state and the community to get out of poverty by themselves and minimize re-poverty. 

For Hung Yen province, with the participation of the entire political system, poverty reduction policies have been deployed synchronously and effectively. Localities in the province have actively worked out specific poverty reduction plans with practical tasks, solutions, and strived to reduce the poverty rate associated with building new-style rural areas. By 2019, the rate of poor households has decreased to 1.9%; over 95% of poor households have access to basic services. The poverty rate of the province is at average level among the Red River Delta group.

Speaking at the conference, Prime Minister Nguyen Xuan Phuc emphasized to continue promoting the performance of the goal of poverty reduction and sustainable social security for the period of 2021-2025, with the orientation to 2030 and the vision to 2045 for a Vietnam without poverty, it is necessary to invest in socio-economic infrastructure in difficult areas, especially transport infrastructure to create opportunities for trade, employment, and investment in education and vocational training. Poverty settlement must come from production, business and employment, first of all agricultural production and services, especially the programs that have been concentrated in low-income areas. In the immediate future, to timely support people to repair damaged houses, provide food, foodstuff and medicine, prevent people from having no place to live, suffering from hunger and disease. To urgently repair schools and classrooms so that 100% of students can go to school; take care of Tet holiday for the poor. It is necessary to create conditions for people to be more proactive, more dynamic, have greater capacity and motivation and more self-determine in the performance of poverty reduction models from policy development to implementation.
