Minh Khai industrial cluster (Van Lam) attracts many investment projects

Implementing the industrial cluster development planning, the Department of Industry and Trade has cooperated with localities to remove difficulties, promote investment attraction to establish industrial cluster and synchronously perform infrastructure investment projects. Until now, the province have attracted 535 projects to invest in industrial clusters; there are 4 clusters reaching the occupancy rate of 100%; 2 clusters at 50-80% of the area; 6 clusters at 30%. In 2019, there are 2 industrial clusters established in the province as Minh Hai 1 (Van Lam) and Quang Lang - Dang Le industrial clusters (An Thi district). Currently, the Department of Industry and Trade has completed its appraisal and submitted to the Provincial People's Committee for consideration and decision to establish 8 industrial clusters and in the process of appraising the dossiers to establish 6 industrial clusters. It is expected that by the end of 2020, the whole province will establish and put into operation 17 industrial clusters.

The industrial clusters development in recent years have attained positive results, but attracting investors to build industrial clusters, attracting projects, and production households to industrial clusters have got many difficulties. The main reason is that investment in infrastructure construction and business of industrial clusters are not attractive to investors, the investment capital is big, it is slow to recover capital, the relocation of production households in craft villages causing environmental pollution in industrial clusters is difficult.

To speed up the progress, the province has issued a number of policies to support investment and development of industrial clusters. In the construction of technical infrastructure of industrial clusters, the province has a mechanism to support 100% of the cost of elaborating the detailed planning of the industrial cluster but not exceeding VND 1 billion per cluster. To support 100% of the investment cost for the main road to the industrial cluster fence approved by a competent authority, not exceeding 1km ...

For the construction of internal roads and drainage systems, the level of support is 100 million VND / ha according to the detailed plan and not exceeding 5 billion VND per industrial cluster. The centralized wastewater and waste treatment system is supported by 50% according to the estimate approved by the competent authority, but not more than 5 billion VND per industrial cluster. Enterprises, production and business establishments relocating to industrial cluster are supported with 100% of the funding for setting up investment projects for enterprises and production establishments that cause environmental pollution or at risk of causing environmental pollution in the trade village, the residential area to move into industrial cluster. Enterprises, production and business establishments, when relocating projects to industrial cluster, are supported 50% of legal relocation costs, but not more than 200 million VND for a facility ... Along with that, on March 3, 2018, the Provincial People's Committee issued Decision No. 25/2018 / QD-UBND on regulation on coordination and management of industrial cluster in the province. The regulation aims to implement the one-focal management mechanism, avoid overlapping and causing difficulties and troubles for enterprises; create favorable conditions for enterprises in the process of investment in production and business in industrial clusters.

With the promulgation of a number of policies to support industrial cluster investment and development; the regulations on management of industrial clusters in the province will be the driving force to attract businesses, cooperatives, and units to invest in industrial cluster infrastructure development to create a clean land fund with complete infrastructure to attract investors; ensure environmental issues and industry - handicraft development needs; contribute to creating jobs, raising income for workers, increasing revenue for the budget.
