This is the first day that provinces and cities have begun operating their two-tiered local government apparatus – a historical milestone in the process of building a developed, modern, and strong nation. In keeping with this spirit of renewal, hundreds of pagodas in Hung Yen province simultaneously rang their bells and drums. The three resounding rings of bells and drums not only awaken a peaceful morning but also awaken mindfulness in each person.
